Deputy Chief of Party - University Research Co., LLC (URC), Uganda

University Research Co., LLC (URC), a US based public health organization working in Uganda since 2005 is seeking qualified candidates to implement a 5 year USAID funded technical assistance programme for the Uganda National Tuberculosis and Leprosy Programme (NTLP), subject to award of the grant. The goal of the activity is to increase Tuberculosis (TB) case detection (CDR) and Treatment success rate (TSR) in Kampala and districts with existing USAID supported TB programmes to meet the National targets for reducing the burden of TB; MDR TB and TB/HIV through strengthening the Uganda National TB Programmes leadership capacity. The following positions will be based in Kampala. Deputy Chief of Party. The qualifications and experience of the Deputy Chief of Party shall be complementary to those of the Chief of Party. S/he shall have depth and breadth of technical expertise and experience, a solid professional reputation, management expertise, interpersonal skills and professional relationships to fulfill the requirements of the program description Key responsibilities Assist the COP in providing the overall management and strategic vision for the projects, developing and updating annual work plans, promoting synergies where possible, and ensuring that project-specific deliverables and contract-specific terms are met. Provide direct oversight of technical interventions to improve the management systems for TB control with which the various projects are working Update strategies, work plans and budgets as requested by the USAID Mission and Project Headquarters. Identify capacity gaps and arrange for appropriate training of NTLP structures to adequately equip them with the skills and knowledge required to accomplish their responsibilities at the day to day operational level. Provide Leadership, mentoring, and motivation of the in-country team by identifying opportunities and providing for these to ensure continuous technical development of project staff. Work closely with the financial management and monitoring and evaluation specialists to develop and monitor appropriate budgets to support technical activities

Requirement: The candidate must have at least a Master's Degree in public health, business administration, or a related field. Five additional years of international public health experience may substitute for a Master's degree; Possess at least seven years' experience working in development programs for public health objectives; implementing TB programs at mid- senior level positions is an added advantage. The candidate must have previous management experience in implementing public health programs in developing countries, preferably with USAID or on a USAID funded program/project; Excellent past performance references (contacts shall be provided) Experience in procurement processes, inventory control and distribution systems; Excellent facilitation, oral and interpersonal communication, presentation skills including excellent conceptual and writing skills, excellent planning and prioritization skills as well as creative problem-solving and analytical skills.
