BACKGROUND:
This vacancy sets out the functions to establish and maintain a Crisis and Recovery Risk Mapping capacity within the “Crisis Recovery Mapping and Analysis” (CRMA) component of the Conflict Prevention and Recovery Unit (CPRU) of UNDP Sudan.
The CRMA is a United Nations Development Programme (UNDP) project, and approved as such by the Ministry of International Cooperation (MIC). The purpose of the project is to support programming and strategic planning at state level in Sudan. IOM is an implementing partner responsible for human resources management and operational support, while UNDP retains overall programmatic responsibility for the project.
CRMA has combined new technologies, participatory methods of crisis mapping and analysis, and capacity development on knowledge management to design strategic planning and decision-making support mechanisms for recovery and development programming and coordination. Furthermore, CRMA offers tailored support to donors, UN agencies, government partners and INGOs in their programming, work on needs assessments, disaster risk reduction, conflict prevention and early warning as well as monitoring and evaluation.
Context:
Under the overall supervision of the Chief Technical Advisor (CTA) of CRMA, and direct supervision of the Darfur Coordinator, and in coordination with the members of the CRMA and partners, the successful candidate will be responsible for the completion of the Crisis and Recovery Risk Mapping (CRM) process at state and local levels in South, East and North Darfur, according to the Priority Information Requirements and Data Collection Plan set out by the CRMA Darfur Team. She or he will produce reports on various activities as required by the CTA of CRMA and CRMA Coordinator including the evaluation report at the end of the assignment.
Core Functions/ Responsibilities:
The CRMA Project Officer (CRM) is primarily responsible for participatory Crisis and Recovery Mapping (CRM) operations at state level in Sudan.
Contribute to the development of “Priority Information Requirements” for the CRMA team with all relevant information providers and stakeholders to ensure effective roll-out of community-based crisis and recovery related threat and risk mapping by the CRM Team, with the support of the Geographic Information System (GIS) teams.
Coordinate the “Priority Information Requirements” and ensure regular update of the CRMA Data Collection Plan.
Conduct data collection and preliminary analysis of crisis and recovery related information through participatory processes with the various stakeholders at state and locality level, and pre-process the information for the crisis and recovery mapping database. Prepare the pre-processed CRM data and workshop reports for the inclusion in the participatory analysis phase.
Contribute to timely production and quality of products (including but not limited to specialized maps, strategic assessments, state situation analyses; early warning/critical information reports, thematic reports) produced jointly by the CRMA and its counterparts.
Assist in liaising with other organizations (UN, NGOs, international agencies, national counterparts, regional actors) in order to identify information gaps, support inter-operability and data exchange, promote inter-agency collaboration, and provide support when appropriate.
Provide appropriate support to the capacity development of partners/counterparts, both within State/Regional authorities and within the UN agencies/NGOs, on the CRMA knowledge management systems, processes and tools developed for strategic planning.
Contribute in the revision of the CRM guidelines, methodology and standard operating procedures on the basis of feedback from and evaluation of the CRM process.
Ensure an appropriate level of confidentiality and standardization for CRMA products and contribute to the development of standard procedures, tools and strategies for the CRMA project that ultimately can be replicated and handed-over to national and international partners.

Desirable Qualifications and Experience:
a) completed advanced university degree from an accredited academic institution, preferably in Political / Social Science, Social anthropology, Development Studies, International Relations or other related field; b) two years of experience (or four years for candidates with a first level university degree) from a participatory information collection/fieldwork environment with emphasis on conflict analysis and peace building; c) experience in drafting high quality analytical products as well as experience in political, social and/or economic development; d) good computer skills, including proficiency in word processing, databases, design- and presentation software; e) previous experience of working in conflict-affected setting is an advantage; f) knowledge of or experience in coordinating the development of enhanced data management and visual display facilities, including the integration of Geographic Information Systems (GIS) into operational support tools would be an asset.
Languages
Thorough knowledge of English. Working knowledge of Arabic an advantage.
