The core objective of the two-year WASH program is to assist the Kenyan government and drought-prone communities to increase resilience to drought and flash floods while increasing access to improved water supply and sanitation services, and improving hygiene for poor and vulnerable populations in the arid counties of Turkana, Marsabit (including Moyale District), Garissa, Isiolo, and Wajir in Kenya.
Chief of Party-Nairobi/Garissa
The Chief of Party will assume the leadership role within this WASH Program. S/he will be responsible for overall strategic leadership and oversight of the project and will ensure timely and efficient delivery of project’s results. S/he will be responsible for designing and sequencing activities, ensuring sound technical implementation, overseeing monitoring and evaluation, coordinating with key partners, engaging stakeholders, managing human and financial resources and donor reporting.
The COP WASH for this Program is responsible for leading and managing an experienced team focusing on these key objectives: • Increase water storage capacity in arid lands, through improving natural and artificial storage. • Improve WASH conditions at health facilities and nutrition centers frequently utilized during emergency response. • Improve access to safe drinking water sources, improve access to and usage of point of use water treatment products, promote good hygiene behaviors and use of sanitation facilities as a means of reducing diarrheal disease in areas with recurrent emergency levels of malnutrition and around areas of improved water storage. SPECIFIC ROLES AND RESPONSIBILITIES • Provide overall strategic and programmatic leadership and oversight within the consortium of project partners; • Ensure that project activities are meeting client and stakeholder expectations and that project results are pro-actively disseminated; • Work closely with the USAID, Government of Kenya, and other critical counterparts, to provide oversight of all project operations and reporting, ensuring the project is implemented successfully in full compliance with the USAID and GOK objectives, rules and regulations; • Provide oversight and leadership to project technical staff in the area of Mapping and Coordination, Sustainable livelihoods through WASH interventions, Sustainable Service Access, Natural Resource Management, Governance and Enabling Environments, Gender and Cross Cutting Issues, and Environmental Compliance; • Ensure synchrony and collaboration between technical staff from the various partner organizations and work with them to bring ideas, findings, and lessons learned to project leadership and the donor agency; • Prepare timely annual work plans and reports for the donor; • Supervise, mentor, manage and motivate staff for optimal performance of the project; • Co-ordinate and collaborate with partners and key stakeholders; • Document and disseminate project achievements and lessons on a timely basis; • Ensure strong stewardship of project resources including staff, finances and physical assets:

GIS and Information Analyst (Adeso)
The GIS Analyst will be responsible for providing leadership in GIS mapping and spatial database development at scale. S/he will ensure timely and efficient utilization of GIS and remote sensing applications in furtherance of project objectives.
The GIS Analyst for this WASH Program is responsible for determining the spatial information needs of the project partners with regards to mapping of WASH infrastructure, migratory corridors, markets, pasturelands and status of resource use. SPECIFIC ROLES AND RESPONSIBILITIES • Provide technical leadership in the mapping and coordination activities including the use of existing data and the collection, storage, analysis and presentation of new geographical information; • Support preparation of simple user-driven interfaces and decision-support tools for selected agencies; • Supporting identification of data requirements to support WASH planning, protected area system and spatial planning; • Validation of data (GIS imageries, maps, spreadsheets, reports, tables) sources from providers; • Collated data formatted to ensure integration into the WASH-related databases of the Government of Kenya and other critical partners; • Identification of GIS hardware, software and networking infrastructure needs for the program and development of internet-based applications for presenting the analysed GIS datasets; • Establishing data access and data maintenance protocols; • Working with all partners ensuring cross coordination of mapping activities and harmonization of information; • Building the capacity of communities to map their own resources.

• A minimum of 5 years professional GIS experience, of which at least 2 years must be in the field of planning and establishment of GIS for local/regional authorities and ministries; • Knowledge of governing institutions and practices and demonstrated capacity to approach them creatively and promote change; • An appropriate post-graduate qualification and experience in one of the following disciplines and a working knowledge of a majority of the others: Natural Sciences/Environmental Science with a GIS specialization; Geographic Information Systems; Geography; • Demonstrated ability to develop learning programs and deliver planned capacity building activities; • Good mentorships skills and capacity to manage and develop a team in a participatory and capacity building manner; • Conversant with GIS software (Erdas Imagine, ArcGIS core suite of software, ILWIS, MapInfo) and experience in spatial database management system (data storage, analysis and manipulation functionality); those with knowledge of ArcGIS mobile, HTML5, Android SDK or Adobe Flash Builder and their application to GIS database development will be preferred; • Knowledge of Auto CAD and GPS equipment is required; • Excellent communication and reporting skills; • Fluency in English a must and local spoken language an advantage.
Technical Advisor-NRM
The Technical Advisor will be responsible for technical leadership of the project in the area of NRM and climate change adaption. S/he will oversee land and water management activities and will provide leadership in formulating innovative and sustainable land management approaches and designing project interventions in ways that contribute to the enhancement of the natural resource base of selected sites in 5 counties in the arid lands of Kenya.
The TA/ NRM is responsible for technical support to an experienced team focusing on the following key objectives: • Increase water storage capacity in arid lands, through improving natural and artificial storage. • Improve WASH conditions at health facilities and nutrition centers frequently utilized during emergency response. • Improve access to safe drinking water sources, improve access to and usage of point of use water treatment products, promote good hygiene behaviors and use of sanitation facilities as a means of reducing diarrheal disease in areas with recurrent emergency levels of malnutrition and around areas of improved water storage. SPECIFIC ROLES AND RESPONSIBILITIES • Facilitate community engagement, program coordination on NRM and advocacy, including technical assistance for multi-stakeholder participation, clarifying land and resource rights, and inclusion of climate change adaptation and mitigation; • Support analyses required to inform spatial planning, land-use decisions, and climate change adaptation in pastoralist areas, including costs/benefits of alternate land use options, perverse or unintended consequences of policies and regulations, ecological appropriateness for intended use, likely impacts of climate change, and identification of low carbon options for development; • Support development/strengthening of local-level NRM governance institutions; • Oversee capacity building of communities in the integration of natural resource management and climate change activities, in particular, USAID’s Climate Change and Development Strategy; • Provide technical advice to program management, partners, and field-based staff on NRM strategies, climate change adaptation and sustainable land management methodologies; • Develop tools for tracking impact of project NRM interventions on a large spatial scale; • Lead Environmental Impact Assessments on all construction/rehabilitation micro-projects, ensuring compliance on national standards; • Manage and train field teams in data collection, participatory methods, and community-based NRM.

• Minimum Master's degree in environmental studies, natural resource management, agriculture, livestock or development studies or related degree or equivalent work experience; • Minimum five years of progressively responsible work experience in technical areas of pastoral land management, natural resource management or climate change adaptation. • Certified by National Environmental Management Agency (NEMA) to conduct Environmental Impact Assessments (EIA); demonstrated experience in conducting EIA’s in Kenya adhering to national and international standards. • Minimum five years of advocacy in the pastoral areas in relation to NRM, land tenure or land management. • Prior experience in managing field teams and developing capacity of staff through mentorship and participatory training methods; • Prior USAID project management experience preferred.
Technical Advisor, Public Health
The Technical Advisor for Public Health will provide technical and programmatic guidance related to public health, more specifically related to water-related diseases. The TA will develop and design interventions through appropriate household hygiene and through community strategies near water sources. S/he will be responsible for strategy development, activity design, project implementation and interaction with communities on WASH Health related activities. The Technical Advisor for Public Health for this Program is responsible for leading and managing an experienced team focusing on these key objectives:

SPECIFIC ROLES AND RESPONSIBILITIES • Plans, develops, and implements program activities that affect health and hygiene of targeted communities. Activities include health promotion and behavior change communication; assessing gaps in applied research; interacting with related government officials, non-governmental organizations (NGOs), community members, other program partners, think tanks; assessing capabilities and identifying various organizations to serve as change-agents. • Participates in assessments of community public health projects and programs, and carries out analyses, feasibility studies, and recommends actions appropriate to improved health, hygiene and sanitation in project zones.
• Reviews project plans and prepares or oversees project research, agreements, contractor selection and approval, invitations for bid, plans, and specifications for professional services. • Represents the WASH Program as an expert advisor and technical authority on public health programs/projects for program-wide application. • Provides technical liaison with other related organizations to coordinate their efforts with the WASH programs, policies, and approaches in the region. • Manages and evaluates program activities in the area of public health to ensure that they are consistent with international, national, community led health strategies.

The Technical Advisor, WASH will be responsible for technical leadership in water access, supply, storage, and management. S/he will ensure timely and efficient delivery of project’s technical results. S/he will be responsible for assisting the COP and other team members in coordinating partners, project planning and review, stakeholder engagement, financial and people management, and donor reporting.The Technical Advisor, WASH is responsible for supporting an experienced team focusing on these key objectives: • Increase water storage capacity in arid lands, through improving natural and artificial storage. • Improve WASH conditions at health facilities and nutrition centers frequently utilized during emergency response. • Improve access to safe drinking water sources, improve access to and usage of point of use water treatment products, promote good hygiene behaviours and use of sanitation facilities as a means of reducing diarrheal disease in areas with recurrent emergency levels of malnutrition and around areas of improved water storage. SPECIFIC ROLES AND RESPONSIBLITIES • Provide overall technical advice and oversight for water storage, water conduits, drains, latrines and other physical infrastructure within the consortium of project partners; • Ensure that project water and sanitation components meet client and stakeholder expectations, environmental guidelines and specifications for sustainability and durability; • Contribute to planning and implementation of activities including mapping and coordination, identification and improvement of strategic water sources, sustainable service access, hygiene promotion, livelihoods, and mainstreaming gender ; • Work closely with the USAID, Government of Kenya, and other critical counterparts, to ensure the project effectively complies with the USAID and GOK objectives, rules and regulations; • Support the timely preparation of annual work plans and reports to the donor; • Supervise the technical work of the field project managers; • Support the documentation and dissemination of project achievements and lessons on a timely basis;
SKILLS AND QUALIFICATIONS The successful candidate may have “not-for-profit” experience, or development partner experience, or both. The ideal candidate will have experience in developing and implementing WASH projects, and with working with like-minded teams and organizations. They must demonstrate achievements in their field, be service-minded and embrace principles of community-led and -driven development.
• Minimum of 10 years work experience in WASH engineering. Previous experience working in Kenya and/or East Africa strongly preferred; • Demonstrated success in implementing programs aimed at increasing access to water and sanitation services, and/or small-scale wastewater treatment; • Demonstrated knowledge of best practices in emergency and sustainable water and sanitation services from source to tap; • A civil engineering degree with specialization in WASH or in the environmental sciences.
