BACKGROUND The International Rescue Committee (IRC) is a global leader in rapid response and durable solutions for conflict- and crisis-affected populations. Since 1996, IRC has been implementing gender-based violence programs in refugee, internally displaced and other disaster-affected communities and has gained a reputation for innovative, quality programming in this field. The IRC’s Women Protection and Empowerment Unit (WPE) is implementing programs to improve the quality of local emergency response and preparedness in contexts affected by cyclical and ongoing crisis. Building on the IRC’s unique experience addressing GBV in emergencies, the IRC’s Emergency Response & Preparedness Initiative (ERPI) leverages the IRC’s existing presence, programming and partnership with local organizations to improve the preparedness to respond to GBV at the onset of an emergency.
In 2011, at the invitation of the GBV Prevention Network, the IRC took on the leadership of the GBV in Emergencies Thematic Working Group (TWG) and began working with members to deepen understanding of prevention in emergency settings. Through this forum, IRC is asking field-based staff and grassroots organizations to share their experiences and approaches in implementing participatory risk mitigation within stressed communities that can appropriately support women and girls, as soon as possible after the beginning of emergency. The IRC will host a three-day workshop with members of the GBV in Emergencies TWG in October/November 2012, and is seeking a consultant to facilitate the dialogue and capture learning around key questions and areas for exploration in prevention in emergencies.
Specific questions to be addressed include: • What innovative approaches to GBV prevention are being applied and/or developed by members of the GBV Prevention Network? • What are approaches that members of the GBV Prevention Network use when trying to re-establish networks that prevent GBV and/or establish participatory risk mitigation for women and girls in stressed communities? • How might learning around grassroots GBV prevention in stable contexts be appropriately adapted for application in emergency-affected contexts? • What questions does this highlight for further exploration and dialogue around GBV prevention in emergencies? The consultant will work with IRC’s GBV Emergency Response Specialist and WPE Special Projects Program Manager to develop content and structure dialogue for the three-day workshop, and will be responsible for capturing key outcomes, questions and recommendations. After the workshop, the consultant will work with the GBV Emergency Response Specialist and selected members of the GBV in Emergencies TWG to produce a final learning document. The consultant will report to IRC’s GBV Emergency Response Specialist. DELIVERABLES • A detailed plan for the TWG workshop, created in consultation with IRC experts, by September 30, 2012 • Supporting documentation (reading, handouts, activity materials) for the TWG workshop, by September 30, 2012 • Facilitation of the TWG workshop for three full days in Uganda, in October 2012 • Final learning document capturing key outcomes, questions and recommendations, by November 30, 2012
REQUIREMENTS • Experience preparing and facilitating participative exchange of information and dialogue for the purposes of furthering learning • Exemplary communication skills, including writing and analysis skills • At least 5 years demonstrable overseas experience in program design and/or monitoring and evaluation in a conflict or post-conflict context; protection or GBV experience preferred • Demonstrated experience in writing research and evaluation reports, including recommendations for programming • Fluency and strong writing skills in English • Advanced degree in social work, public health, international development or other related degree preferred SECURITY SITUATION / HOUSING The consultant will attend the TWG workshop in Uganda, to be scheduled in October or November. All other work will be completed from home or another location of her or his choosing. While in Uganda, comfortable team housing / hotel accommodation will be provided. The consultant is expected to comply with IRC security rules.
