Plan’s mission is to strive to achieve lasting improvements in the quality of life of deprived children in developing countries through a process that unites people across cultures and adds value to their lives by:
(i) Enabling deprived children, their families and communities to meet their basic needs and to increase their ability to participate in and benefit from their societies;
(ii) Building relationships to increase understanding and unity among people of different cultures and countries
(iii) Promoting the rights and interests of the world’s children.
Plan commenced its operation in Kenya in 1982. Currently Plan works in seven rural program units in Kwale, Tharaka, Machakos, Kisumu, Homabay and Bondo and also in the urban program unit of Nairobi.
Plan has over the years worked with many partners including Community Based Organizations (CBOs), Faith Based Organizations and NGOs at both the national and community level to deliver programmes and stimulate community development as per its Country Strategic Plans.
Plan institutionalised the CBO framework and developed a Civil Society strengthening program in 2000. Currently, there are about 146 CBOs and other organizations partnering with Plan at community and country levels.
Plan is looking for consultant(s) to conduct capacity assessments of community based organizations in eight areas of operation.
Objectives of the Capacity Assessment Consultancy
The general objective of the consultancy is to assess capacity of an estimated 146 CBO partners spread over the 8 Plan Program Units.
Specifically, the consultancy is intended to:
1. Assess capacity of partners to deliver their mandate in respect to leadership and governance, vision, mission and strategic objectives and program thrusts, financial management, resource mobilization and conflict management.
2. Assess the effectiveness and efficiency of the grass root organizations capacity in delivery of their mandate.
3. Document areas of capacity gap for each CBO covering the following key capacity areas, leadership and governance, program focus, financial management, resource mobilization, conflict management, partnerships and networking, and advocacy.
4. Propose appropriate capacity development response(s) for identified capacity gaps and with reasons for the choice(s).
5. Review and collate capacity assessments already done by some program units into one report and comment on.
6. Update Plan’s CBO partner database and propose standard criteria and procedures for Plan to establish, populate, and manage a partner database.
Consultants’ Qualifications and experience
i) At least 3 years of experience related to this assignment in East Africa
ii) Evidenced experience in organizational governance, financial and management, capacity assessments or institutional capacity strengthening
iii) Skills and experience in child-friendly consultation
iv) Experience in capacity assessment or capacity strengthening of CBOs will be an advantage.
v) Evidenced report writing (English language) and documentation skills
vi) Provides proof of adherence to all legal requirements e.g. registration, VAT, etc.
