ACTED launched its Kenya mission in January of 2008 with an emergency assistance program for residents in Nairobi slums affected by the post election violence. Since 2009, Nairobi has been the home base of ACTED’s relief operation in Southern Somalia aimed at supporting vulnerable famers affected by recurrent droughts. In 2010, ACTED’s mission in Kenya/Somalia sought to address the needs of pastoralist and farmer communities of North Central Kenya and South Somalia arising from multiple shocks such as adverse climatic conditions and disease outbreaks, through emergency food and non-food items distribution. In the wake of this emergency context, ACTED also promoted the adoption of sustainable community-based solutions, emphasizing livelihood strengthening and diversification, natural resource rehabilitation and management, good hygiene practices and access to sanitation facilities. ACTED is developing its programs in South Somalia, focusing on building capacity to respond to emergency outbreaks, as well as ensuring local populations are integrated into longer term projects aiming at improving their livelihoods. This will occur in the form of food, water, sanitation and hygiene (WASH) and livelihood support to vulnerable agro-pastoral and riverine communities. Today, ACTED's teams and resources are mobilized on the front of dire needs in our areas of intervention in Somalia and Kenya, as well as other areas in the Horn of Africa.
III. Position Profile
ACTED’s programmatic focus in Karamoja & Pokot has been disaster risk reduction and support of agro-pastoral livelihoods in this largely marginalized semi-arid border region along the border of the “Karamoja Cluster”. This includes an array of activities at community level to build resilience and enhance/diversify traditional livelihoods of the population in the region. Of note is the innovative cross-border approach, inter-community dialogue and conflict resolution, as well as a renowned Drought Early Warning System.
ACTED is currently looking to fill the position of Operations Officer to enhance the support units in the region. This is a challenging position requiring the ability to balance and effectively address systematic and managerial challenges. Under the direct supervision of the Area Coordinator, key responsibilities will include:
General - Support Area Coordinator in general oversight of the area of operation’s support activities - Train support and programming teams in operational procedures to ensure a high level of effectiveness
Systems implementation and enhancement - Understand and implement ACTED finance, logistics and HR/administrative procedures in the Karamoja-Pokot context - Act as a center point for any support-related issues in the area of intervention - Build and improve systems to bolster implementation, including programming and support - Analyze support and program budgets, evaluating effectiveness, recommending improvements, and implementing changes as agreed with management team - Ensure that vehicle and motorcycle repair and fueling procedures are in place and being followed - Gather and share programming best practices and lessons learned (internally and externally) - Ensure filing system is well documented and well implemented - Ensure accountability requirements are met - Ensure that programmatic financial planning is realistic and in line with work plans Support & capacity building - Provide close supervision and training of the finance, administration and logistics teams - Create and update training modules on FLAT procedures in line with ACTED’s international standards - Schedule and hold training sessions for staff at various bases to ensure all staff (programming and support)are well-versed in ACTED’s policies & procedures - Ensure that all staff in the regions have detailed and accurate job descriptions/terms of reference - Monitor security situation in the region and support in the implementation of ACTED security procedures; Continuously provide insights on the security context of the region Reporting & Communications - Routine informal communication to Area Coordinator - Provide monthly written report to Area Coordinator IV. Qualifications:
Master Level education in a relevant field such as International Relations or Development 1-2 years previous work experience in a relevant position Experience in Finance, Logistique, Administration Proven capabilities in leadership and management required Excellent skills in written and spoken English Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms Ability to work well and under pressure
V. Conditions:
- Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
