Context
Under the overall guidance and supervision of the Legal Adviser the successful candidate will be accountable and responsible for providing legal advice, recommendations and services related to the legal status, constitution, functions, rules, and activities of the Organization.
Core functions/ responsibilities
- Review contracts and agreements for IOM Mission and Headquarters departments, including negotiating agreements on privileges and immunities.
- Provide legal advice on human resources-related cases on topics, such as disciplinary measure, separation from services, staff benefits and entitlements, appointment of staff. Review, interpret and advise on Staff Regulations and Rules and prepare the Administration’s response to staff appeals.
- Prepare or review papers or speeches on various legal issues.
- Draft research papers on various legal issues.
- Conduct/ implement staff training on issues relevant to Legal Services.
- Represent the Organization in meetings and international conferences relevant to Legal Services.
- Assist in the determination of legal or constitutional queries which are sent to Legal Services, including issues related to IOM’s privileges and immunities and other aspects of its mandate.
- Perform such other duties as may be assigned.

Technical
a) effectively provides sound and clear legal advice using knowledge of IOM mandate, privileges and immunities, and other relevant internal and external regulations and laws; b) effectively represents IOM on legal issues with Member States and International Organizations.
Desirable Qualifications and Experience
a) completed advanced university degree in Law from an accredited academic institution; Graduate Degree in International Law, an advantage; b) eight years (or ten years of experience for candidates with a first level degree) experience of professional legal experience in the practice of law either in an international organization, or in a government, or in a law firm, with substantial experience in international, administrative, civil and commercial law; c) previous experience handling human resources, staff appeals and insurance matters/ issues; d) developed research skills and knowledge of migration issues, an advantage.
Languages
Thorough knowledge of English. Working knowledge of Spanish and French mandatory.
NOTE:
* Subject to review after an initial period of two years.
