Purpose of the Position
Under the general guidance of the Deputy Representative, you will be responsible for the development, planning, implementation, monitoring and evaluation of water Sanitation and Hygiene (WASH) Programme with the country programme.
Key Expected Results
1. Ensures the preparation of the CCA/Situation Analysis and its periodic update. Undertakes timely planning and accurate budgeting for the WASH programme as inputs to the country Programme Document (CPD) and all related documents, (e. g. , Country Programme Action Plan (CPAP), Annual Work Plans (AWPs) including WASH Joint programme and Emergency Preparedness. Develops Annual work plan for the WASH Programme and monitors compliance to ensure expected results and targets are met and achieved.
2. Manage, develop, implement and monitor the WASH Programme including emergency response to ensure that programme goals, strategies and approaches, particularly for the WASH Programme within the UNICEF Country Programme Action Plan (CPAP), under United Nations Development Assistance Framework (UNDAF) are achieved. Plans, implements and monitors assigned activities.
3. Participates with UNICEF/Government/and other partners in the development of strategies, methodologies and identification of new approaches for improving/enhancing WASH programme delivery in close coordination with the Young Child and Survival Programme, with emphasis on advocacy, community participation and social mobilization for behavioral change using RBM and HRAP approaches.
4. Reviews and evaluates the technical, institutional and financial feasibility and constraints of WASH programme/projects in coordination and collaboration with government and other partners. Prepare documentation and participate in the MTR process and annual programme Reviews of CPAP and UNDAF
5. Provides technical support to government and non-government organizations at the national, regional and provincial levels in the planning, development and implementation stages of the WASH programme. Plans, organizes and conducts training and orientation activities tor government personnel and beneficiaries, tor the purpose of capacity building at the central and regional levels, and expansion of coverage of services.
6. Coordinates activities and exchanges information/ideas with other programme, to contribute to achievement of overall country programme objectives. Participates in establishing effectively WASH programme monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation in community water supply management and community-led total sanitation. Undertakes field visits, and surveys in order to monitor and evaluate programme implementation. Identifies problems and proposes remedial action. Identifies alternative courses of action, LO accelerate/improve programme delivery.
7. Provide leadership, technical guidance and supervises professional and support staff in the WASH Programme. Ensures their training needs are met, and provides on-the-job training.
8. Coordinates with Operations/Supply staff on WASH Programme supply and non- supply assistance activities. Approves disbursement of funds ensuring proper utilization and timely accountability, and that activities are within established in the annual work plan and CPAP, and the programme budget allotments.
9. Prepare WASH programme reports and proposal for management, Board, Donor, budget reviews, programme analysis, annual reports, etc.

Qualifications of Successful Candidate
Advanced university degree in Civil/Sanitary Engineering or a related technical field.*
Eight years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in a related field.
Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Eight years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in a related field.
