DETAILED DESIGN AND INVESTMENT PREPARATION PROJECT

The Governments of the United Republic of Tanzania and the Republic of Malawi have received financing from the African Water Facility (AWF) and New Partnership for Africa's Development – Infrastructure Project Preparation Facility (NEPAD-IPPF) toward the cost of the Detailed Design and Investment Preparation Project for the Songwe River Basin Development Programme, and intends to apply part of the agreed amount for this grant to payments under the contract for Project Manager.
The main responsibility of the Project Manager will be to head the Project Management Unit that will be set up to coordinate activities of the consortium of consulting firms, whose services will be procured under the project for carrying out the detailed designs and required studies of the project.
This will include coordinating all activities related to the recruitment and supervision of consultants and effective management of the project. Main duties will include the following:
(i) Co-ordinate all project activities and ensure that they are executed according to schedule;
(ii) Supervise and monitor the preparation of tender documents, including the analysis of tenders;
(ii) Compile Project Quarterly Reports;
(iii) Serve as Secretary to the Project Joint Committee of Officials (JCO) and Joint Steering Committee (JSC) and supervise and ensure execution of any decisions approved by the JCO; and
(iv) Any other duties as may be assigned to him from time to time.
Qualifications and Experience
The candidate should:
(i) Possess at least a Masters Degree in Water Resources Management, Civil Engineering or equivalent;
(ii) Have at least twenty (20) years experience in the management of river basin projects/programme;
(iii) Have proven capabilities in handling multi-disciplinary donor funded projects of this nature;
(iv) Have worked in Africa or other developing countries especially in SADC Region and preferably in Malawi and/or Tanzania;
(v) Be familiar with the procedures of the African Development Bank;
(vi) Have proven capabilities in and knowledge of river basin organization; and
(vii) Have excellent communication skills and be fluent in English.
The time frame for the Project Manager shall initially be twenty-four (24) months renewable annually
based on performance.
The Governments of the United Republic of Malawi and the United Republic of Tanzania now invite Expressions of Interest from suitably qualified and experienced experts from Tanzania and Malawi for the above-cited position based at Kyela, Tanzania and reporting directly to the Principal Secretary, Ministry of Irrigation and Water Development, Malawi as the Project Executing Agency. Interested experts must provide information indicating that they are qualified to perform the duties (detailed curriculum vitae and supporting documents).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's "Rules and Procedures for the use of Consultants" (May, 2008 edition), which is available on the Bank's website at http://www.afdb.org. Borrowers are under no obligation to shortlist any expert who expresses interest.
