The SADC Secretariat invites suitably qualified and experienced applicants who are citizens of the SADC Region to apply for the position of Program Manager - Regional Strategic Water Infrastructure Programme.
Background
The SADC Directorate of Infrastructure and Services (I&S) through its Water Division has developed a Regional Strategic Water Infrastructure Programme (RSWIDP) with the support of the German Government (GIZ). The Programme is part of Third Phase of the Regional Strategic Action Plan on Intergrated Water Resources Management (RSAP-IWRM). The Implementation Plan for the RSWIDP has been developed and is currently being rolled out. SADC requires the services of a Program Manager to continue the rollout of the Implementation Plan for RSWIDP. SADC has secured resources from the German, UK and Australian Governments through their implementing agency GIZ for a period of three years.
Overall Purpose of the job:
To promote the development of strategic water infrastructure including rehabilitation and expansion of existing facilities, creation of new facilities.
Main Duties and Responsibilities
- Assist Member States in the Identification and preparation of regional water infrastructure projects;
- Development of Guidelines (Financing, Project Preparations, etc.) to facilitate the implementation of regional water infrastructure projects;
- Assist to Resource, Mobilize Funds for water infrastructure projects including organising Investor/donor Conference for water infrastructure projects
- Develop a Capacity Building Programme for the preparation and implementation of regional water infrastructure projects;
- Identification and facilitation of implementation of Pilot Projects for regional strategic water infrastructure;
- General Support to the Water Division on the overal Water Programme Implementation.
Qualifications
- A minimum of Masters Degree in civil engineering, water resources management, hydrology, economics or related field;
- Atleast 8 years expirience in International Cooperating Partners (ICP) funded Projects;
- Experience in working with SADC Member States and SADC Secretariat processes will be an added advantage;
- Atleast 10 years experience in a water resources field;
- Experience in water infrastructure feasibility studies, strategy, policy, and programme formulation and implementation
- Knowledge of English, Portuguese or French will be an added advantage .
- Masters Degree in Business Administration or Intenational Relations Degree will be an added advantage.
Duration of the Contract:
3 years contract .
Remuneration Package:
An all inclusive remuneration package of Euro 6000/ pm
