National Consultant – Facilitator of the 9th Governors Forum.

The Republic of South Sudan has just attained independence from Sudan after decades of long and devastating civil war. Informed by the history of its struggle, decentralized system of governance was adopted to continue as the model of governance to guide governance and development processes in post-conflict Republic of South Sudan. The decentralized system of governance is reflected in the Transitional Constitution of Southern Sudan (TCSS) which provides for a three-tiered system of governance: Government of South Sudan (GOSS), State Governments (ten in number) and Local Government.

Within the governance framework, the ten state governments are autonomous units with their own constitutions and concurrent and residual functions. As such, the need for a high degree of coordination and policy dialogue between states and other levels of governance is paramount.

One of the platforms provided for this is the Governors’ Forum with the primary objective of facilitating dialogue between the GOSS and the States with a view to enhancing policy coordination; harmonisation of development strategies; and fostering complementarities, synergies and sharing of experiences between them and between the different States.

The Forum also facilitates dialogue between the international development partners in South Sudan and the states for increased partnerships and collaboration in the delivery of development services to the people of South Sudan. Eight Governors’ Fora have already been held since 2006 and the 9th Forum is scheduled to take place in Juba from the 10-14th October 2011 at National Legislative Assembly chambers of the Republic of South Sudan.

Duties and Responsibilities

Key Activities to be Undertaken

As a partner in development with the Government of South Sudan and the State Governments, UNDP (under the Support to States Program) has consistently provided technical, organizational and logistical support to the Office of the President in the previous eight (8) Governors’ Fora. UNDP will provide the same support to the Office of the President in the conduct of the 9th Governors’ Forum. In this respect, UNDP seeks the services of consultants to support the secretariat in documenting, summarising and reporting the proceedings of the 9th Governors’ Forum. The consultants will work under the direct supervision of the UNDP Support to the States Project Manager, with technical guidance from the UNDP Poverty Reduction and MDG Unit Team Leader and overall guidance from the Office of the President – Directorate of Intergovernmental relations.

  • Summary of Key Responsibilities:
    Technically support the taskforce of the 9th Governors’ forum by leading/coordinating the work of the secretariat.
  • Take comprehensive notes of the proceedings of the Forum and ensure that the notes are fully incorporated into the final Forum report.
  • Provide daily executive summaries of the proceedings of the Forum for presentation to members of the Forum.
  • Compile and provide Forum summary outcomes, including recommendations and resolutions for presentation to the members of the Forum on the final day before the official closing ceremony.
  • Produce a comprehensive report of the forum, which should include summaries of the different presentations made during the Forum, with the text of the same as annexes. The consultants will produce a draft report within one week after the conclusion of the Forum. The consultants will then send it to the Project Manager of the Support to States program who will organize for its review within two weeks of that date. The Programme Manager will collate all comments and send these to the consultants for finalization of the report. The Consultants will then print and present six (6) copies of the final report to the Project Manager before final payment is made.
  • Produce a CD consisting of all the presentations made in the forum to be given to participants/delegates in lieu of the printed hard copies of all the Forum presentations.
  • Carry out other functions relating to the organization, conduct and facilitation of the Forum as required by the Forum taskforce.

Inputs to be Provided

  • Consultancy fees in line with UNDP rules. Fifty per cent (50%) of the total fees will be paid immediately after conclusion of the forum, and the remaining 50% after the final report has been submitted.

Outputs of the Consultancy

  • Daily executive summaries of the proceedings of the Forum.
  • A compilation of Forum summary outcomes, including recommendations and resolutions for presentation to the members of the Forum on the final day before the official closing ceremony.
  • Six (6) Hard and a soft copy (in Word) of the final report of the Forum. The report should include summaries of all presentations as well as full texts of the same as annexes.

Duration of the Consultancy - 14 working (6-day weeks)

14 working days for the Forum:

  • 1 working day of preparation for the Forum
  • Six working days supporting the Forum
  • Seven working days for production of the draft and Final Forum reports

Functional Competencies:

  • Substantial previous experience in design and development of national policies.
  • Demonstrated experience in managing training on Local Government in post conflict countries.
  • Understanding and experience of Local Government in the context of post conflict situation is essential.
  • Sound understanding of issues related to development in post-crisis situations
  • Demonstrated strong management, coordination and facilitation skills
  • Strong communication skills in English (oral and written)
  • Results oriented, flexible and problem solving skills
  • Knowledge of UNDP systems an advantage

Required Skills and Experience

Education:

  • Advanced university degree in public administration, governance, business, economics, sociology, development studies or related social sciences.

Experience:

  • Minimum 10 years progressive professional experience in development, governance or policy analysis in developing countries.
  • Working knowledge of protocols, particularly related to working for, and with, officials and leaders at the highest levels of government.

Language:

  • Strong oral and written communication skills in English language critical.
