BACKGROUND
Resource Efficient and Cleaner Production Programme (RECPP) is a preventive environmental strategy led by UNIDO and UNEP that is currently active in 42 countries. As a cornerstone both of UNEP’s work towards a green economy and UNIDO’s on green industry, the Programme focuses on addressing the low productivity and high pollution intensity of industries in developing countries. It works with small and medium enterprises (SMEs) to prevent generation of waste and harmful emissions, and enhance the productive use of resources. In Rwanda, this will be done by building a peer learning network of professionals trained in RECP techniques; assisting SMEs to implement RECP measures through use of practical demonstrations; developing and mainstreaming policy strategy, and enhancement of national capacity to facilitate the transfer, adaptation and replication of environmentally sound technologies. Rwanda, with its rapid economic growth and plan to become a regional business hub, presents an opportunity to make these key strategic interventions while the economy is still in transition. The Rwanda RECP centre was established in 2008 as a joint project between UNIDO and the Ministry of Trade and Industry’. UN-HABITAT will assist the centre in collaboration with national authorities (Rwanda Bureau of Standards, REMA, MININFRA, and Rwanda Housing Authority) in establishing national building standards which provide a conducive and sustainable environment for RECP.
RESPONSIBILITIES
Under the overall and general supervision of the UNHABITAT and in close collaboration with the RRECPC, RBS, REMA, MINICOM, MININFRA, Rwanda Housing Authority (RHA) the technical consultant:
- Reviews and analyses current policies, laws and codes in Rwanda targeting building standards to support efficient use of resources;
- Reviews the current building practices across the countries (from public buildings, commercial buildings and residential buildings) and conduct a SWOT analysis;
- Literature review on sustainable building construction and standard in tropical countries
- Identifies the most effective counterpart (Ministry, Institution, Center, Private Sector) to advise in industry building standards;
- Determines in close discussion with UNHABITAT, RRECPC and identified counterpart the most suitable output (policy, manual, code, law) and the targeted construction sector;
- Adapt international building standards to Rwanda case with particularly reference to: Green building Rating systems appropriate to the tropical countries; efficient production and use of building materials; energy efficient building; friendly work environment; safety, etc.;
- Interact with major stakeholders in the building sectors to identify the challenge and opportunities phasing the sector;
- Translate building standards into an easy to use manual for SMEs to quickly assess their current or planned facilities;
- Conduct validation workshop and introduce follow-up activities, trainings or modalities to ensure the overall sustainability of the developed studies;
- Reports directly to the UN-HABITAT after approval RRECPC and acts as an advisory role to the project team. The Technical Consultant is not vested with decisional authority for any issues and does not represent the Government of Rwanda in discussions with 3rd parties (e.g. developers, contractors, etc.);
- Prepares monthly progress reports for the UN-HABITAT and give a copy for the RRECPC, regarding the status of the project, summarizing decisions taken and high-lighting issues to be resolved;
- Participates in UNHABITAT and all involved stakeholders project meetings and briefs members on the status of the project as required.
KEY DELIVERABLES
- Documented outcomes of discussions and analysis of the current situation with involved partners;
- A proposal document
- describing and comparing current situation in Rwanda and best case scenarios in comparable countries,
- elaborating methodology to introduce building standards and potential authorities to overview implementation,
- outlining the wording in the preliminary decided format,
- project timeline for the implementation;
- Building standards for the identified construction sector and possible follow-up projects to target all construction sectors;
- A manual for SMEs to quickly assess their current or planned facilities to ensure energy and resource efficiency and alignment to international standards;
- Regular progress reports and meeting minutes to UNIDO Programme Manager;
- Other pertinent information
Duration
The International Technical Consultant is expected to produce the abovementioned deliverables within Forty (40) days from the date of the contract or arrival in the country. The milestones and intermediary deliverables will be discussed previously by the parties involved and reflected in the mission document or inception meeting minutes.
QUALIFICATIONS
The Technical Consultant should have:
- An advanced university degree in Architecture or Engineering, or a first university degree with a relevant combination of academic and professional qualifications with particular reference to building standard;
- A minimum of ten (10) years of progressively responsible professional experience in working with Government entities, developers, municipalities and SME partners in the building sector. Working experience in developing countries with demonstrated strong analytic experience & skills is preferred;
- A good knowledge of local building industry (production of building material), construction sector, building code and other pertinent legislation in the sector;
- Experience in qualitative and quantitative research methods (key informant interviews and focus groups);
- Knowledge of sustainable building construction practices and green building rating systems;
- Ability to meet deadlines, problem solve, work both independently and as part of a team;
- Proficiency in office automation – word processing, spread sheets, database management and Internet skills;
- Excellent communication skills in both oral and written French and English
