Project Summary: | The Capable Partners Program in Mozambique is a five year Associate Award funded by USAID/ PEPFAR to strengthen leading Mozambican organizations and networks working in HIV/AIDS. The project provides intensive, tailored technical assistance to local organizations as well as sub-grants. The areas of technical assistance include leadership and governance, financial and administrative systems, project cycle management, external relations, as well as HIV/AIDS technical areas such as HIV/AIDS prevention and care for orphans and vulnerable children. The projects works with organizations of varying sizes and stages of organizational development as well as networks and umbrella organizations that in turn support smaller organizations. |
Position Summary: | The Finance Officer II reports to the DCOP Finance and is responsible for assisting with financial management, monitoring, and reporting for all project tasks. The responsibilities of the person in this position will include financial planning, accounting, and reporting. The major role of this person will be to help the DCOP Finance to supervise the accountant and finance assistant. A large part of his/her daily duties will be to review daily financial, procurement and logistics transactions before approval, follow up with staff, provide them support and ensure timeliness. Finally, under the supervision of the DCOP Finance, the this position will be responsible for ensuring that Mozambican laws, FHI 360 and USAID rules and regulations are being followed, preparing and delivering various USAID required reports, and ensuring that audit findings and recommendations are properly addressed. |
Essential Job Functions: | • Conduct daily review of payment vouchers and procurement documents assuring proper allocation of expenditures by expense categories • Review procurement and logistics transactions for accuracy on a timely basis • Manage all payments of subcontracts and PO’s with multiple payments • Prepare monthly fund requests • Prepare pipelines, accruals, VAT and other project financial reports • Submit monthly imprest to DCOP Finance by the 3rd day of every month. • Ensure compliance with the project’s Policies and Procedures Manual and recommend any revisions in practice needed to maintain compliance • Develop new tools for financial tracking as needed • Supervises the proper storage of accounting records • Ensure compliance with Mozambican law, FHI360 and USAID rules and regulations • Assists in audit inquiries • Other duties as assigned by the National Director and DCOP Finance The above statements are intended to describe the general nature and level of work being performed by people assigned to this job. Education: | Bachelors in one of the following or related fields: Accounting or Business or Business Administration or Economics or Finance required. Masters preferred. |
Experience: | 6 year(s) of relevant experience required Specific Knowledge Requirements: • Experience with financial, accounting, and/or contract implementation to include: budget preparation, cost analysis, and financial management. • Minimum 3 years' field experience required. • Experience with Windows-based applications, with high proficiency in the use of spreadsheets (Excel), word-processing (Word), and databases (Access); Experience with Quickbooks preferred. • Experience multi-tasking a variety of financial duties by organizing and establishing priorities. • Experience accomplishing work in a fast-paced environment, under pressure and within deadlines. • Experience working with and supporting project teams and collaborating to resolve problems. • Knowledge of 22CFR226, 22CFR228 and other USAID regulations and procedures strongly preferred. • Minimum two years’ experience working with federal regulations and procedures preferred. |
