Capable Partners (CAP) Mozambique, is a $55 million USD project designed to contribute directly to the goals of the US President’s Emergency Plan for AIDS Relief (PEPFAR) for Mozambique by providing grants, and institutional strengthening of leading Mozambican NGOs, CBOs, FBOs, networks, and associations. The goal of the project is to increase the role of Mozambican civil society in the response to the HIV/AIDS epidemic by scaling up organizational capacity to deliver effective services and to advocate on clients behalf. |
The Deputy Chief of Party (DCOP) is responsible for providing programmatic and technical leadership in the implemention of project objectives. Specifically, s/he will ensure the quality management of workplan activities, as well as adapting program design and strategy to respond to evolving partner needs, and monitoring and evaluation data within a dynamic work environment. Additionally, DCOP will supervise project staff, manage client relations, and guide partner organizations to adopt solid, realistic, and appropriate strategies to ensure sustainability after CAP TA has ended.
Human Resource Management
• Recruit and manage appropriate program staff.
• Foster professional development of program staff.
• Manage and supervise program staff effectively including carrying out staff appraisals, adapt job descriptions as necessary, maintain good communication and good team dynamics, and orient new staff members.
• Liaise effectively with other departments of the project.
• Mobilize consultants, technical advisors, collaborative partnerships effectively to meet the needs of our partners.
• Ensure “coverage” for program activities (when someone is in the field and unavailable, when there is a crunch, when there is a staffing transition).
Programmatic Leadership
• Provide technical leadership for project activities and contribute to enhancing project’s credibility.
• Provide technical leadership in HIV Prevention and OVC to ensure partners are being exposed to best practices.
• Ensure that CAP Mozambique achieves concrete programmatic results consistent with the workplan.
• Guide the team in developing the annual workplan. Edit and prepare workplan. Ensure realistic goals and targets.
• Prepare and Edit semi-annual reports.
• Manage program systems to monitor project progress towards objectives. Guide and support staff to gather information, analyze results, and make appropriate adjustments to program strategy and activities.
• Strategize program objectives by identifying and mobilizing the team to address strategic issues. Raise strategic issues with the COP. Provide support and guidance to project staff as necessary to ensure successful project implementation.
• Facilitate linkages between program departments; assigning those tasks that fall between the gaps; field and respond to requests for new activities in consultation with the COP.
• Supporting program staff to plan program so as to respect procedures. Responding to procurement and grants and contracts issues that are not routine. Advocating for solutions when there is a conflict between processes and program goals.
• Managing collaborative relationships with other INGO’s. (COP involved in creating those).
• Organize and lead regular program team meetings.
• Conceptualize solutions to improve project impact.
• Develop program concepts to respond to opportunities in the field to improve or expand program.
Grants Management
• Review and provide technical advice on all solicitation documents to ensure technically sound; liaison with other departments to ensure contractually sound; consider budgetary implications before launching.
• Review package of grants and ensure meeting our strategic objectives. Identify potential weaknesses and take action to remedy.
Capacity Building
• Support team in identifying patterns in challenges partners face and developing and implementing appropriate capacity building solutions.
• Ensure appropriate mix and balance of training, TA, coaching, mentoring, and opportunities and information.
• Provide technical support to staff in ensuring capacity building activities are promoting best practices as appropriate to each partner organizations.
• May be requested to provide direct technical support to partners on discrete issues.
• Ensure quality service to beneficiaries.
• Ensure the development of quality tools.
• Contribute to technical knowledge, and generate new knowledge in the field of capacity development.

Specific Knowledge Requirements:
• Minimum of five (5) years field management experience in Africa, and ten (10) years of experience in development programs.
• Extensive experience managing capacity building programs is critical; Knowledge of organizational development and organizational behavior within the civil society sector is important.
• Extensive experience ten (10) years in effective HIV/AIDS services delivery and related public health issues, and/ or Behavior Change Communication is a priority;
• Experience managing grants or sub-contract programs with USAID funding preferred.
• Proven experience managing and supervising a staff of multi-nationals; experience training and mentoring skills.
• Experience with financial and budgetary oversight;
• Demonstrated experience managing USAID- and PEPFAR- funded programs;
• Worked or lived in urban/rural communities with underserved populations, or one or more developing countries;
• Experience managing change in complex, sometimes ambiguous environments.
• Proven project management skills including project development, monitoring and evaluation and report writing.
