Job Description:

Project Summary:	The Southern Sudan Technical Assistance Program (SSTAP), funded by USAID and implemented by FHI 360, focuses on building capacity at the Republic of South Sudan Ministry of General Education and Instruction (RoSS-MoE) in the areas of policy development, planning, budgeting, systems development, and program implementation. SSTAP emphasizes capacity building in program implementation at the state level, increasing the quantity of teachers, improving their quality, and strengthening the systems that support teachers. The SSTAP places a Senior Technical Manager who will act as an Advisor to build capacity at MoE headquarters and at State Ministries of Education (SMoEs) who build planning and implementation capacity at state and local level strengthening linkages between MoE and the state ministries. SSTAP also places a Project Officer for Education at each state ministry to assist the capacity-building efforts of the Senior Technical Manager/Advisor.
Position Summary:	The Senior Technical Manager/Advisor, assigned to SMoEs, works to build capacity, strengthens management systems, and assist with program implementation at the state and county levels. With the leadership of the RoSS-MoE advisor, the Senior Technical Manager/Advisor helps to build linkages between the central and state ministries to improve the delivery of quality education services in schools throughout South Sudan. S/he works with the SMoEs in the following areas: 1) developing yearly plans and budgets; 2) setting up or strengthening administrative and communication systems within the SMoE; 3) strengthening financial management of programs; 4) designing and implementing systems of monitoring and evaluation of programs; 5) designing and implementing teacher in-service programs within the state; 6) helping to carry out a system of teacher verification and teacher payment; 7) working to strengthen Alternative Education Systems within the state; and 8) working to strengthen the new County Education Centres. The Senior Technical Manager/Advisor also play an important role in assisting SMoEs to leverage the support of local NGOs for state education programs.
Essential Job Functions:	The Senior Technical Manager/Advisor will work with the state ministry and under the leadership of the Chief of Party to accomplish the following: General Capacity-building Approaches: • Work together with the leadership and counterpart in the SMoE to build effective systems of planning, budgeting, implementation, and monitoring and evaluation of programs. • Coordinate the activities of the SMoE with county education departments and assist the state ministry to build capacity in planning and implementation at the county level. • Build capacity by providing direct on-the-job training in the state ministry. • Assist the SMoE in the production of yearly plans, periodic reports and financial accountability. • Focus on programs that affect teachers and teacher quality: teacher verification, registration and payment systems, teacher hiring and assignment, teacher professional development, and the expansion of in-service programs throughout the state. • Support the effectiveness and ownership of RoSS-MoE priority programs at the state ministry level, using all of these activities as broad-spectrum capacity building programs. • Work to improve gender awareness among all education professionals and gender balance in all programs. • Work in a proactive manner to leverage additional donor and NGO funding for programs at the state level. General Management Responsibilities: • Collaborate with project team members in the development and analysis of project implementation data for reporting purposes and assist the project team in preparation of required reports and deliverables. • Maintain project financial records at the state level and provide this to the Juba office on a monthly basis. • Contribute to FHI 360 regional safety and security measures. Communicate with the FHI 360 management and incident management team (COP, DCOP, RSM) any issues or changes in the security situation. • Supervise the Project Officer for Education assigned to the SMoE. • Supervise the driver for the state and monitor safe driving practices. Education:	Masters in one of the following or related fields: Education or Education Planning or Education Policy or Educational Administration required or equivalent combination of education and work experience. Doctorate preferred.
Experience:	7 year(s) of relevant experience required Specific Knowledge Requirements: At least five years direct experience in basic education programs in Africa. Experience in a conflict or post-conflict context preferred. Experience working in South Sudan, with strong knowledge of the South Sudan education system and policies preferred.
Special Requirements:	This job will require a criminal background check.
Skills:	Must be able to use/perform the following: WordPerfect / MS Word, Lotus / Excel, Database The Senior Technical Manager/Advisor will have particular skills and experience in an area such as educational planning, finance and budgeting, teacher professional development, curriculum development, or monitoring and evaluation. Strong interpersonal communications and team collaboration skills. Familiarity with USAID standards and procedures.
Additional Information:	Supervisory Responsibilities: Will supervise the Project Officer for Education and a Driver/Administrative Assistant. Equipment To Be Used: Computers, telephones, and other communications equipment, including radios and satellite phones. Must be capable of driving in case of need. Typical Physical Demands: Typical office in a developing country setting. Working Conditions including Travel and Overtime: Position may be located in Juba or any state capital in South Sudan and will require travel throughout South Sudan.
