CARE is seeking an experienced Education and Leadership Technical Advisor to provide key technical, programmatic and managerial support to CARE’s Gender and Empowerment (GE) unit, promoting consistent approaches to program quality in CARE's programming to promote girls' leadership within an education framework and long-term programming contexts. Core responsibilities will include: supporting the shift to programmatic approaches in key strategic CARE country offices by applying GE strategies such as Power Within; serving as the primary focal point for country offices for technical support; and leading the shift of professional networks of education and youth-focused personnel in the educational regional advisory committees (ERACs) from information-sharing to communities of practice focused on innovation, scale-up and monitoring and evaluation success. The Technical Advisor will also work with others in the GE Unit to develop systems to maintain and ensure that GE and other CARE stakeholders (in headquarters, CARE country offices, regions, CI members) are able to capture lessons learned, as well as generate, disseminate, and apply knowledge.
This position requires a sound understanding of community and school-based approaches to promoting girls' leadership, understanding and addressing gender, age and other social barriers to promoting youth development, knowledge management, and policy/advocacy, as well as experience with proposal development, donor cultivation and organizational representation.
The Technical Advisor will be required to contribute to intellectual discussion in gender and the education sector, advancing CARE's rights-based approaches to education, and promoting understanding of how the underlying causes of poverty contribute to low levels of educational attainment, high rates of early marriage, and/or economic vulnerability among girls. She/he must possess excellent inter-personal communication and analytical skills and be able to work in any of the regions in which CARE is operational. An advanced degree in education or development, with specialization in gender is essential, as are sound writing skills and proficiency in English, and willingness to travel up to 40% of the time are requirements. Ability to speak French, Portuguese or Spanish is also a must.

Required:
· Advanced degree in Education and Development or related field.
· At least 3-5 years of professional experience in education or youth program design and implementation or related development programming
· Advanced written and oral communication skills
· Proficiency in quantitative data analysis and management methods
· Knowledge of education strategies, including formal and nonformal education
· Computer proficiency (including word processing, spreadsheets)
· Monitoring and evaluation experience
· Knowledge of budgeting principles and practices
· Advanced proficiency in English
· Strong presentation and training skills
· Excellent oral and written communication skills
· Demonstrated teamwork and facilitation skills
· Proficiency in Spanish, French or Portuguese
Desired:
· Specialty in international development program management.
· Training in gender issues, gender-based violence, or youth leadership
· INEE minimum standards training.
· Training in monitoring and evaluation,
· Training in behavior communication and /or mobilization for policy advocacy.
· 5-7 years programmatic and administrative experience in education, gender and/or youth programming.
· Experience in program innovations in one or more thematic areas of education or youth programming.
· 1 -2 years experience with gender programming

· Experience in Conflict/ Post-Conflict Programming
· Experience with Education and Health Programming
· Proficiency in Arabic or other languages
