The Dutch organisation HealthNet TPO is a knowledge-driven, non-profit organization that works in areas disrupted by war, disasters and poverty. Working together with local populations it works on rehabilitation and sustainable health care development.
HealthNet TPO operates in 16 countries with more than 3,000 employees where it provides expert advice and support on rebuilding and restructuring health systems, mental health, health financing and disease control. In addition HealthNet TPO conducts related social epidemiological and medical research contributing to a better response to chronic crisis worldwide.
HealthNet TPO’s programme in South Sudan dates from 1996. Those programmes contribute to improving the overall health situation and support the strengthening of health systems to ensure the provision of quality health care. HealthNet TPO aims to include and build the capacity of South Sudanese organisations, communities and authorities.
Currently HealthNet TPO implements a health service delivery programme in Western Bahr el Ghazal (WBEG) and Northern Bahr el Ghazal (NBEG), funded by DFID/Basic Services Fund (BSF). Further, HealthNet TPO is implementing an HIV/AIDS Programme in Western Bahr el Ghazal, Northern Bahr el Ghazal, Warrap and Unity States, funded by the World Bank/Multi Donor Trust Fund (MDTF). It is also one of the four members of the Dutch Consortium for Rehabilitation (DCR) that has been awarded Dutch Ministry of Foreign Affairs funding for the period 2011 – 2015. The main aims of the DCR programme relate to strengthening health and community systems to ensure basic service provision with increasing involvement of civil society.
2. PURPOSE OF POSITION
The Country Administrator is responsible to oversee all financial, logistical, human resources and administrative aspects of the the country office. The country office facilitates implementation of all HealthNet TPO programmes in the country. He/She will work closely together with the Country Director and the Programme Managers in the field locations, and act as the deputy Country Director.
3. CORE RESPONSIBILITIES AND TASKS:
Management and Coordination Country office in relation to field offices
• Ensure clear management, reporting and organisational structures.
• Promote a peoples management style and team building
• Review present organisational structures, and implementation of the necessary adaptations
• Develop and implement a Management Information System
Financial Management
• responsible for all project bookkeeping and accounting
• Organize external audits in consultation with headquarters as required by the donor(s)
• Supervise and monitor all financial aspects of project implementation in accordance with HealthNet TPO and donor requirements
• Responsible for quarterly liquidity plans in coordination with relevant key staff
• Responsible for bank accounts and cash management
• Ensure that financial reports for the donor and for HQ are prepared by the relevant staff and timely submitted.
• Responsible for implementing HNTPO finance procedures
Human Resources Management
• Update, develop and implement clear human resource policies and systems in collaboration with Country Director and headquarters
• Develop job profiles and competencies for the staff
• Recruit staff in collaboration with the Country and Program Management
• Supervise all project staff in accordance with the Conditions of Employment in cooperation with the Program Management
• Evaluate job performance of the financial, logistics, and human resources staff at the country office on a regular basis, formalize the evaluations in an appropriate manner and decide and/or propose actions resulting from the evaluation
• Make sure all staff receive proper job evaluation from their line manager and that any necessary proposal are considered and/or put into action.
• Develop appropriate training plans for the staff
• Participate in Human Resource Working group meetings at NGO Forum level
Office management and Asset management
• Develop clear policies regarding the use of the HealthNet TPO offices, and guesthouses
• Make sure that office equipment and office stationary is purchased in time
• Ensure implementation of a stock monitoring system
• Supervision on all other assets of HealthNet TPO in the country
• Ensure that all staff members, consultants and visitors have the right visa/work documents allowing them to work and travel in South Sudan
Logistics Management (procurement, transport, housing, legal issues)
• Ensure timely and proper procurement in line with the HNTPO procurement guidelines, and donor requirements
• Implement clear policies related to the use of HealthNet TPO cars and other equipments
• Ensure maintenance of the HealthNet TPO equipment and vehicle fleet
• Ensure compliance with national law and regulations
Reporting and Communication
• Facilitate and maintain communications between the projects, the Country office and the Amsterdam office and contribute to the development of monitoring tools
• Stimulate the exchange between the projects and capitalization of experiences.
• Bi-weekly meetings with the Country Director and report on a quarterly basis to the Amsterdam office.
IT Support
• Make sure that all offices have the necessary IT equipment
• Assure timely maintenance of the various equipment
• Supervise and monitor appropriate use of the IT equipment
• Develop procedures regarding the use of IT equipment
Security and Safety
• Make sure that all project locations meet the security guidelines by reviewing security plans and making sure that staff are briefed
• If the circumstances require so (security incidents, tense situation, major events, etc.) reports to the Operational Director on an ad hoc basis (daily or weekly situation reports).

4. PROFILE
Essential Qualifications, experience and competences
• Master degree or equivalent in Business Administration, Public Administration or similar discipline from a recognized university (or equivalent through experience)
• At least 8 years senior management experience of which at least 5 years in a similar position
• Strong management and leadership skills with people and output orientation
• Team builder
• Administrative and accountancy experience in a post-conflict environment, preferably in Africa
• Experience in an INGO/NGO setting in a developing country
• Excellent command of written and spoken English
• Excellent administrative and communication skills
• Strong negotiation skills
• Advanced Computer skills (Word, Excel, E-mail)
Desirable Qualifications, experience and competences
• Working experience in South Sudan/ Africa
• Experience in representing the organization in the different INGO platforms in the country and coordination meetings with (local) authorities.
5. TERMS
Salary and Benefits: Gross monthly salary indication of € 2,600 to a maximum of € 3,650. Competitive remuneration package including insurance coverage, annual leave entitlement and pension contribution.
The initial contract is for six months, with a possibility to extend based on performance and donor funding.
