MAIN TASKS AND RESPONSIBILITIES:
Consultants will be contracted to work with inter agency Task Forces to draft regulations pertaining to the following thematic areas – child care and protection; LGA child protection services; child rights; and street children. Specifically the consultants will:
- Provide a briefing paper which sets out the existing legal framework and proposals for drafting the regulations, including the scope, content, timeline
- Facilitate consultations with the Task Force and key stakeholders
- Draft regulations and supporting guidelines and procedures on the assigned thematic area(s)
One lead consultant will also be recruited to provide technical support to the Government, Task Forces and Task Force consultants and to ensure coherency and consistency in the drafting of the regulations.
REQUIRED QUALIFICATIONS:
• Practicing lawyer (or advanced degree in law and a minimum of five years academic experience in researching and teaching law) (eight years’ experience required for lead consultant)
• Good knowledge of children’s rights and the relevant thematic area
• Experience in facilitating inter-sectoral working groups
• Excellent analytical, organizational, communication and inter-personal skills
• Fully computer literate
• Fluent in English and Swahili
• Demonstrable drafting skills are desirable but expertise in the thematic area will be accepted in lieu of direct drafting experience
Duration of the consultancy: The consultancies are expected to be accomplished within eight months.
