- Introduction Save the children as a lead agency in a consortium with Care and CISP is implementing a project entitled “Vocational Education and Training for Accelerated Promotion of Employment (VETAPE)” in Somaliland, Puntland and South Central Somalia. The project is designed to primarily address high unemployment levels suffered by majority of youth in Somaliland, Puntland and South Central Somalia by providing marketable – demand driven skills training opportunities to vulnerable and disadvantaged - poor young people with equal gender representation. Ultimately the project aims to contribute to improved, equitable, sustainable and resilient livelihoods for disadvantaged youth and women in Puntland, Somaliland and Central/South Somalia and hence reduce their vulnerability. Given, the relevance of the project in responding to the high demand for skilled labour needed for the reconstruction/ rehabilitation of the economic and social infrastructure, it was found necessary to expand the ongoing VETAPE project in Somaliland with funds secured from the EU. The expansion emphasises the need to tap into the growing market demand for higher level skilled labourers with grade 2 -3 skill levels. As such, VETAPE expansion seeks to enrich some of the project result areas of the ongoing VETAPE Project in order to meet the dynamic market conditions. This will aim to offer an opportunity to grade 1 graduate from the project target group of disadvantaged youth with equal gender composition to access grade 2 – 3 skills trainings spread over a period of 12 months. To achieve this, the expansion aims to improve quality of trainings by upgrading skill levels of instructors and equipping training institutes with the necessary tools and equipment and also through promotion of employment opportunities. With the upgrading of the skills, the need to undertake immediate steps to address instructor level technical capacity and knowledge upgrading is key to ensuring the expansion leads meaningful and impact oriented results. More so, as found out from past assessments, instructor competencies in terms of training methodologies, lesson planning, quality assurance, tracking performances of trainees etc were found to be low. It is in this light that Save the Children is looking for qualified experts/trainers in the field of Electricity, Plumbing, Carpentry and Masonry to train and mentor local instructors at Hargeisa Technical Institute. The experts will be expected to work alongside the local instructors, train and mentor them to acquire the necessary skills, attitudes and proficiency to excel as grade 2 – 3 instructors.
- Objectives of the consultancy:
This consultancy aims at evolving a more durable approach to capacity building and quality assurance at the TVET centres. Specifically, the consultancy is expected to offer technical training and mentoring to TVET instructors corresponding to level 2 – 3 technical competency requirements, knowledge and attitudes. This is aimed at creating the capacity at the local level to perpetuate the trainings once the International Experts leave. Scope of work: 1 Develop a Training Needs Analysis tool to measure technical/practical skills gaps, knowledge/theoretical skill gaps, experience, attitudes and potential to learn/perform 2 Prepare a detailed TNA report showing skill gaps at all levels, proposed measures/strategies to address the skill gaps and share report with Save the Children Project team 3 Review level 2 – 3 curriculum and the general Vocational Qualification Framework to understand/comprehend the level of competencies required per level, performance indicators, certification process, instructor competencies required etc 4 Support in setting up training workshop in terms of tools and equipment required, training materials, training schedules etc 5 Organise and undertake technical/practical and theoretical training of local instructors based on TNA findings, level 2 – 3 curriculum requirements, competency standards set by the vocational qualification framework 6 Plan and undertake mentoring of local instructors during training sessions with particular focus given to practical instructions, theoretical instructions, lesson planning, trainee performance tracking etc 7 Undertake further mentoring of instructors on trainee evaluation and assessment methods, grading and create a framework through which instructors can improve performance of slow learners 8 Support the process of integrating entrepreneurship and business development skills within the technical skills training cycle with the aim of creating a spirit of entrepreneurship in order to promote employment creation 9 Support the local instructors in the documentation process, ensuring that learning and good practices are documented 10 Ensure that learner centred methodologies are employed and that local instructors appreciate the importance and that they practice participatory learning methodologies.
Methodologies: The purpose of this training is to enhance the capabilities of TVET instructors in acquiring the necessary technical/practical and theoretical skills to competently plan, coordinate and deliver quality training in level 2 – 3 within the set vocational qualification framework and set of competency based curricular. To achieve this, it is expected the training and mentoring process will be highly interactive and hands on - practical leaning. As such it is expected that the would be consultant will design a training program that is interactive, participatory and hand on leaning. Therefore, the consultancy is expected to infuse but not necessarily be restricted to the following proposed methodologies: 1 Participatory methods including demonstrations and interactive discussions; 2 Interviewing to help identify areas that should be addressed but also reveal patterns of thinking behind current practices and approaches; 3 Use training aids such as charts or other deemed relevant
4 Physical presence and supervision of training sessions 5 Developing assessment tests, marking and grading as well as compiling results 6 Training, Mentoring and Coaching of TVET instructors through out the period of the consultancy.Expected Outcome: This consultancy is first and foremost expected to improve the practical and theoretical training capabilities attitudes and approaches of the TVET instructors within the context of the vocational qualification framework and set of competency based curricular. In this regard, therefore, it is expected that this consultancy will prepare and produce local TVET instructors with the required competencies and proficiencies to competently plan, coordinate and manage level 2 – 3 vocational skills training. In addition, it is expected that the trainees who complete level 2 – 3 skills training would have acquired the required competencies, attitudes and proficiency to become gainfully employed in the labour market.
- Deliverables/outputs: The consultancy is expected to produce the following deliverables: 1 A comprehensive TNA report detailing findings, anticipated challenges, recommendations and actions to be taken. 2 A training program based on the findings of the TNA and set within the Vocational Qualification Framework. This is to be shared with the project team beforehand. Measureable performance indicators must be included in the training plan to ensure that progress is ascertained. 3 Monthly based reports on progress, challenges and recommendations 4 Models for lesson learning, scheme of work, trainee assessment/evaluation guidelines, planning template, monitoring of trainee performance and progress tools 5 Weekly based review reports detailing key achievements, progress, challenges and steps to be taken. This should be done in a weekly based review meeting with the project team. 6 End of consultancy report detailing progress made against planned activities and performance indicators, key achievements, challenges, lessons learnt, good practices and recommendations
- Duration of the consultancy: The consultancy will last for 4 months. The consultants will be expected to spend 5 full working days per week at HTI working closely and alongside the Instructors at the centre.
Qualifications and experiences:
The following attributes are required for the selection of expert TVET trainers 1 Degree or advanced degree in Technical and Vocational Education from a reputable institute 2 Solid experience as a trainer in the field of TVET 3 Good understanding of the Education set up in Somaliland 4 Excellent analytical and conceptual abilities to think critically, strategically and innovatively 5 Excellent leadership and managerial capabilities 6 Ability to write good reports 7 Proficiency in Computer skills 8 Good command of verbal and written EnglishApplication Requirements
