Organizational Context
Background:
The Governance Programme of UNDP Somalia currently consists of three pillars: (i) capacity building and institutional development, (ii) democratic governance (constitutional dialogue and elections) and (iii) local governance/ decentralization. The Somali Institutional Development Project (SIDP) focuses on implementing the capacity building and institutional development part pillar of UNDP Somalia’s Governance portfolio. It works with governance institutions in South Central Somalia in Mogadishu, in Puntland and Somaliland to build their capacity so that they can perform their functions more effectively. SIDP’s support is focused on four areas, namely: (a) policy and legislative development; (b) human resource management and development; (c) public administration and financial management; and (d) rehabilitation of infrastructure and provision of essential facilities and equipment. The SIDP project team operates with staff in Nairobi, Hargeisa (Somaliland) and Garowe (Puntland). It has agreements with over 22 public sector institutions across Somaliland, Puntland and South-Central Somalia.
In 2010, UNDP developed a new Country Programme Document which sets out four key outcomes for UNDP to deliver between 2011 and 2015. These are: (i) Somali women and men are better able to build peace and manage conflict; (ii) Somali women and men, girls and boys benefit from more inclusive, equitable and accountable governance, improved services, human security, access to justice and human rights; (iii) Somali women and men benefit from increased sustainable livelihood opportunities and improved natural resources management; (iv) Somali women and men attain greater gender equality and are empowered.
UNDP’s Governance Programme with the assistance of the UNDP Bureau for Conflict Prevention and Recovery is developing a new strategy for Governance which responds to the new priorities set out in the new Country Programme Document. In parallel and in accordance with the new direction of the Governance Strategy, SIDP is currently undergoing a redesign process which will set out a clear vision and deliverables for SIDP for the period from Jan 2012 until the end of the Country Programme document in 2015.
Objective: The SIDP project seeks to recruit a junior consultant to support the project manager in carrying forward a redesign process for the Somali Institutional Development Project (SIDP).
During the redesign process, the consultant will support the project manager and wider SIDP team to help: •set out clear objectives for what the project can deliver in the areas of civil service reform; public financial management, transparency and accountability and national planning processes in each of the three Somali zones by 2015; •better integrate gender and conflict prevention and management issues into the project design in line with the Country Programme document; •improve and diversify existing implementation mechanisms and move away from an over reliance on letters of agreement; •improve information flows, internal and external communication, reporting and monitoring and evaluation mechanisms.
In addition to the project manager, he/she will work closely with staff in Nairobi, Hargeisa and Garowe; project counterparts in Mogadishu and relevant staff from UNDP Somalia’s Programme Management Support Unit and Governance Programme.
Scope of work
Summary of Key Functions:
A.Take the lead in organising the strategic planning sessions to take place in September/ October 2011. This includes developing draft agendas, amending them following feedback from national counterparts and project staff, organizing logistics and writing up the recommendations; B.Help prepare materials related to the redesign process for debate and discussion at the SIDP team retreat in October 2011; C.Together with other relevant staff from UNDP, research and suggest ways that the project redesign process can better incorporate gender issues, strengthen accountability mechanisms between the state and citizens and incorporate conflict mitigation approaches; D.Support the project adviser in developing a discussion paper which sets out the different implementation options available for the proposed new project activities; E.Assist in drafting new project/ programme/ donor documentation which reflect the outcome of the project redesign process; F.Assist in drafting new donor proposals and log frames which reflect the outcome of the project redesign process; G.Help collate information for the 2011 SIDP annual report and under the direction of the Project Manager draft key sections; H.Review drafts of key documents for the Project Manager ensuring that they are jargon free and written in plain English .
Key Deliverables
1st Month (September 2011) - Preparation of materials for planning sessions and final records of planning sessions from Somaliland and Puntland.
2nd Month (October 2011)– Preparation of materials for SIDP retreat and write up of retreat proceedings and conclusions. Delivery of options paper on implementation options for 2012 activities,
3rd Month (November 2011) – Contributions to new project/ programme documentation including draft logframe. Contribute to design of new agreements for implementation mechanisms.
4th Month (December 2011) - Finalize 2012 workplan.
5th Month- (January 2012) - Contributions to annual report, as specified by the project manager
6th Month – (February 2012) –Report on how gender and conflict issues are being mainstreamed and addressed through new project design.
7th Month - (March 2012) – Assessment of new implementation mechanisms, identification of any problems, bottlenecks and recommendations on how to correct;
8th Month – (April 2012) – Final report of assignment
Monitoring and Progress controls

Qualifications
Education: University degree in Development Studies, International Studies, Political Science, Public Administration or other related fields.
Required experience and skills: •Written and spoken English equivalent to native; •Experience in drafting donor proposals and reports, developing log frames, planning, organizing and writing outcomes of large workshops involving stakeholders from a wide variety of backgrounds. •Strong research, data analysis, and collation skills necessary for report formulation. •Good team player and ability to work effectively with people from different backgrounds.
Desirable: •Understanding of UNDP procedures and implementation mechanisms in DIM (Direct Implementation Mechanisms) environments; •Good Knowledge of the political and institutional context of Somalia; •Experience of working in an international organisation and/or multicultural environment; •Experience in the usage of computers and office software packages (MS Word, Excel, Power Point etc.) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.
The consultant will be located in Nairobi with frequent travels to Somalia ( once a month, security permitting). The travel will be principally to Hargeisa and Garowe but also possibly to Mogadishu.
The consultant will be recruited from Nairobi, no relocation costs will be provided. All travel related and DSA costs during travel to Somalia will be borne by the UNDP Somalia country office and arranged under the UNDP standard procedures
