The project is a sub-component of Component 4 of the GIZ Water Programme. It aims at enabling regional, district; township and national project WSSAs manage water supply and sanitation services in a business oriented manner.
Specifically, water supply utility managers, technical and commercial managers and other senior staff will participate in a variety of capacity development measures implemented by the project to enhance their capacity to provide a reliable and affordable water supply and sanitation services within their mandated areas on a sustainable basis.
Within this framework a capacity development programme that is suitable to the Tanzanian WSSAs context is developed, implemented and monitored within the contract period. On the basis of the CD programme the following should be realised:
· Management and staff of the WSSAs apply state of the art knowledge and skills
· Qualified staff are attracted and retained
· Utility assets and infrastructure are effectively managed
· The Association of Tanzanian Water Suppliers is strengthened and plays prominent role in supporting WSSAs and in the water sector
· Service delivery is improved
The following categories of personnel are envisaged: Team Leader and Assistant Team Leader, Regional/International Experts.
Team Leader
Qualifications and skills
The Team Leader should be a senior expert in water and sanitation management with experience in organisation of commercial utilities. He/she should hold a Masters degree or recognised professional qualification in a relevant subject.
General professional experience
He/she should have a minimum of 15 years of relevant professional experience of which at least 5 years should have been as a manager or team leader in developing countries.
Specific professional experience
The Team Leader should have proven experience in the field of water sector related capacity development, organisational development and management of water and sanitation utilities, and the assessment of commercial and technical performance. He/she should have proven experience in the design of organisation structures, systems and procedures, and the planning of change management in the utilities sector, preferably water and sanitation. He/she should have strong communication skills, particularly in consensus building situations, and a proven ability to manage a team of experts on similar assignments. He/she should be familiar with the GIZ Gender strategy and be able to incorporate gender specific measures into the planning and implementation of CD activities.
Input required 26 person months.
Assistant Team Leader
Qualifications and skills
The Assistant Team Leader should be a National senior expert in water and sanitation with a degree or recognised professional qualification in a relevant subject.
General professional experience
He/she should have a minimum of 10 years of relevant professional experience of which at least 5 years should have been as a manager or similar post in Tanzania.
Specific professional experience
The Assistant Team Leader should have proven experience in the field of water sector with strong knowledge on the WSSAs in Tanzania. He/she should have strong communication skills, fluent in English and Swahili, conversant with ICT and able to support the team leader in administration and managing bookkeeping and the logistical services required in implementing the programme.
Inputs required: 26 person months
Short term regional/international experts
Regional/International short term experts with specialization and experience in the following areas of utilities dealing with water supply and sanitation will be required:
· Organizational development for utilities
· Investment financing in public utilities
· Human Resources management including performance monitoring and assessment for utilities
· Water demand Management for urban utilities
· Financial resources mobilization and management for Associations
· Organizational development and management of Associations
For the purposes of this contract, international experts are considered to be those whose permanent residence is outside Tanzania. Regional experts are those from East African countries.
Required inputs: Intermittent for up to 8 person months during the contract period.
