1.0 Background
The Surface and Marine Transport Regulatory Authority (SUMATRA) was established by Act No.9 of 2001 and came into force on 15th August, 2004 by Government Notice No.297 of 20th August, 2004.
Following the expiry of the tenure of the Director General of SUMATRA, the Chairperson of SUMATRA Nomination Committee established under section 8 of the Surface and Marine Transport Regulatory Authority Act No.9 of 2001 invites Tanzanians with relevant qualifications as spelt out herein to apply for appointment to fill the vacancy of the Director General of SUMATRA. The Director General will be on contract for five years but may be eligible for reappointment for one further consecutive term.
2.0 Duties and Responsibilities
In accordance with the provisions of Section 13 (6) of the SUMATRA Act, 2001 Cap. 413, the Director General shall be responsible for the day to day operations of the Authority, subject to the directions of the Board. He/She will be responsible for the following:
a) To lead the top management team in formulating the overall business plans and advise the Board of Directors on strategic corporate plans, objectives and policy guidelines;
b) To ensure effective implementation of the Surface and Marine Transport Regulatory Authority Act, 2001 as amended from time to time;
c) To ensure reporting on performance and other statutory requirements to the Board of Directors and other relevant stakeholders. In this regard, he/she shall be responsible for ensuring accurate and efficient financial and personnel management, accounting and auditing systems of the authority;
d) To provide linkage between the Authority, the Board, the Government and the General public on the affairs of the Authority;
e) To maintain the integrity, transparency and accountability of the Authority; and
f) To perform any other duties as may be assigned by the Minister in accordance with SUMATRA Act, 2001.
3.0 Minimum Qualifications
In accordance with the provisions of Section 13 (2) of the SUMATRA Act, Cap.413 and SUMATRA’s Scheme of Service, the following are the minimum qualifications for persons seeking appointment of the Director General shall:
a) Be a post graduate degree holder from a recognized university;
b) Possess at least ten years experience in one or more of the fields of management, law, economics, finance or engineering;
c) Have knowledge of the industry;
d) Satisfy the Nomination Committee that he/she is unlikely to have a conflict of interests under SUMATRA Act, 2001;
e) Be willing to serve as Director General;
f) Be well suited to perform the functions and duties of the Director General competently and honestly.
4.0 Remunerations
The Director General of SUMATRA will receive a competitive remunerations package as may be determined by the Board of the Authority from time to time.

VACANCY FOR THE POST OF CHAIRMAN OF THE BOARD OF DIRECTORS OF THE SURFACE AND MARINE TRANSPORT REGULATORY AUTHORITY (SUMATRA)
1.0 Background

The Board of Directors of SUMATRA is a governing body established under Section 7 of the Surface and Marine Transport Regulatory Authority Act, Cap. 413. The Board is charged with the duty to give directions to the management as to the smooth operations and fulfillment of the objectives of the Authority.
Following the expiry of the tenure of the Chairman of the Board, the Chairman of the SUMATRA Nomination Committee who is also the Permanent Secretary, Ministry of Transport, invites Tanzanians with relevant qualifications as spelt out herein to apply for appointment to fill a vacancy of the Chairman of the SUMATRA Board. The tenure of the Chairman is five (5) years.

As per the First Schedule of the SUMATRA Act, a person seeking appointment of Chairman of the SUMATRA Board should have the following minimum qualifications;
(a) be a graduate of a recognized University;
(b) have at least ten (10) years experience in one or more of the fields of management, law, economics, finance or engineering;
(c) have knowledge of the industry;
(d) have satisfied the Nomination Committee that he/she is unlikely to have a conflict of interest as stipulated in section 11 of the SUMATRA Act;
(e) is willing to serve as member of the SUMATRA Board; and
(f) is, in the opinion of the Nomination Committee, otherwise suitable to perform the functions and duties of a Chairman competently and honestly.
3.0 Mode of Application
