BACKGROUND
The Geneva International Centre for Humanitarian Demining (GICHD) works to enhance efficiency, effectiveness and safety in the mine action sector. The Management Consulting division of the GICHD includes a Quality and Results-Based Management Systems programme (Q&RB-MS) embracing Results-Based Management (RBM), and particularly monitoring and evaluation (M&E), in addition to Quality Management Systems (QMS). The aim is to achieve higher quality by focusing on the promotion of QM concepts of evidence-based decision making, process approach, and continual improvement among the mine action community, and to extend QM to focus on outcomes and impacts rather than simply outputs.
The activities of the Centre can be grouped into two main categories: direct support to capacity development and knowledge development and dissemination. As the centre of excellence for mine action, the GICHD continues to produce publications on all topics of relevance to the domain. Internally the GICHD applies PRINCE2 methodology for its project management.
MAIN TERMS OF REFERENCE
The successful candidate will have the opportunity to play a leading role in promoting both Quality Management (QM) and RBM concepts within the mine action field, and in the integration of RBM and QM concepts. As such, the position offers ample opportunity as well as challenges for a talented and energetic individual.
The Advisor will develop the GICHD Q&RB-MS programme (policy research, advisory services, training and mainstreaming of the QMS and RBM-approach into the other programmes of the GICHD) and manage the programme resources. In line with the overarching activities of the Centre, the Advisor will provide both direct capacity development in countries in the form of advisory services and training, as well as knowledge development in the form of research and publications.
Reporting to the Head of the Management Consulting division, the Advisor, Quality and Results-Based Management Systems will work in a dynamic team of twelve peers in three thematic programmes: Q&RB-MS, Information Management Capacity Development, and Contracted Support. The Advisor will be heading the Q&RB-MS programme, which in turn guides the activities of the other two programmes to ensure outcomes that are founded in organisational change.
QUALIFICATIONS, SKILLS & EXPERIENCE
Prerequisites
- Expertise and qualifications in: monitoring and evaluation, particularly in fragile and conflict-affected states; results-based management; quality management systems
- Relevant experience of 5 to 10 years, including in international context
- University degree
- Proven team-player with service-orientation and experience with bridging users, methods and technology
- Independent and creative programme manager
- Skills in project management, including in resources management
- Ability to mainstream gender and diversity considerations
- Fluent written and spoken English
- Ability to interact effectively with a wide range of stakeholders from diverse cultures
Desirable characteristics
- Experience with PRINCE2
- Author of peer-reviewed publications on relevant topics
- A post-graduate degree
- Working ability in either French, Arabic, Portuguese or other languages spoken in mine/UXO-affected countries
