Malaria Consortium is a British registered charity (www.malariaconsortium.org) specialising in communicable disease control programmes. In Southern Sudan MC provides support to the Ministry of Health (MoH) of the Government of South Sudan (GoSS). This includes high level technical support for the development of policies, guidelines, and strategies. It also includes capacity building work to strengthen quality of care of government staff in health facilities. In the past year we have also begun implementation of community based programmes focussing on controlling key childhood illnesses. Our current programmes are focussed on control of Malaria, Neglected Tropical Diseases (NTDs), pneumonia and diarrhoea. All our programmes have elements of health systems strengthening (HSS) which is supported by a programme specifically addressing health systems strengthening.
The position is based in Malakal, Upper Nile State and will report to the Area Coordinator.
The successful candidate would be responsible for the following duties:
Duties :Technical Support:
- Review the functioning of the County Health Departments (CHD) to identify key challenges in the delivery of health services and identify those challenges that can reasonably be addressed at MoH level. Such challenges may include but are not limited to:
a. Support the CHD to facilitate sound financial management (budgeting, payment of health staff salaries, operating costs)
b. Support CHD to identify gaps in health management and strengthen capacity c. Assist CHD to improve recording and reporting of health information systems d. Assess gaps and areas for operational research to strengthen delivery of health services e. Assist with strategic planning and target setting f. Coordination between different levels of government, UN and NGOs g. Support the CHD to identify gaps in procurement and supply management systems and implement solutions
- Work alongside CHD to resolve key bottlenecks
Policy/Representational:
- To work close collaboration with the CHD and State Ministry of Health (SMoH) to identify and develop state level policies ensuring that these are compatible with Government of South Sudan (GoSS) policy while addressing unique state level needs 2. Represent MC at relevant coordination and technical fora
Coordination:
- To liaise with key partners including County Health Departments, local leaders, NGO partners, and other stakeholders as necessary
Administrative and Other Duties:
- Provide monthly written reports on activities to the Programme Coordinator for HSS 2. Work with the head of office to prepare financial requests and ensure the timely reporting of expenditure 3. Additional support that may be required while working in a small field office setting. This could include roles such as security focal person, staff health focal person, deputising in absence of the head of office, etc.
Location: Southern Sudan, field based position with frequent travel to Melut and Manyo Counties
Experience, skills and qualifications
Essential 1. MPH or MSc in a specialisation related to health systems strengthening, public health, health policy and planning or health financing 2. At least two years field experience in health systems strengthening, public health, health policy and planning, or health financing in a developing country 3. Ability to find solutions to complex and multi-layered problems in a challenging environment 4. Diplomacy and tact to achieve results and maintain focus while seconded to an overstretched and understaffed CHD 5. Excellent planning and organisational skills 6. Excellent written and spoken English 7. Strong computer skills particularly Microsoft Office 8. Flexible, ability to work both as an individual and as a team member and under stress in what can be a harsh environment
Desirable:
- A broad range of experience including logistics 2. Experience working in Southern Sudan or other harsh, challenging environments 3. Knowledge of neglected tropical diseases and their control 4. A first degree in a specialised field such as Medicine, Nursing, Laboratory Sciences 5. Some experience working in clinical laboratories 6. Experience working in drug/commodity supply management 7. Spoken Arabic

Security situation in country:
Please note that Southern Sudan is a post-conflict setting with recurring localized insecurity. This does not generally target ex-patriot or NGO staff but does have potential to disrupt programming and occasionally leads to the need to relocate staff. While Malaria Consortium takes all reasonable measures to ensure the safety of its staff, interested candidates must be aware and willing to work in such a context. Given the context, all Malaria Consortium positions in Southern Sudan are unaccompanied postings.
