The Energy and Water Utilities Regulatory Authority (EWURA) is an independent, world class regulatory authority responsible for licensing, tariff regulation and quality of service regulation of the electricity, water, petroleum and natural gas sectors. 1. DIRECTOR GENERAL’S OFFICE
Post Title: Principal Communications and Public Relations
Officer - 1 Post
Duty Station: EWURA Head Office – Dar es Salaam
Reports to: Manager, Communications and Public Relations
Officer
Principal Communications and Public Relations Officer will be responsible for ensuring that the good relationship with stakeholders is maintained and upholding the image of the Authority through continuous awareness programs.
Main Duties and Responsibilities:
i) To provide support to ensure that the Authority builds and maintains good relationship with the Public and stakeholders;
ii) To coordinate and facilitate issuance of press releases, prepare information media kits and develop and maintain information for uploading on internet and intranet web pages;
iii) To provide support in publicizing and promoting EWURA by creating awareness through producing publicity materials;
iv) To prepare and organize special events and functions of interest to EWURA;
v) To provide support in formulation of policies and procedures related to public information programs;
vi) To review public awareness programme and information communication strategy for the Authority;
vii) To respond to the enquiries from the media and general public;
viii) To provide support in production of in -house publicity and promotional materials, films and other video products and regulate their distribution; and
ix) To undertake any other related duties as may be assigned by the superiors.
Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications and experience:
i) Possession of Bachelor Degree in Social Science, Mass Communications or Journalism from a recognized university;
ii) Possession of Masters Degree or Postgraduate qualifications in any of the above or related field;
iii) Possession of Knowledge and Competence in Information and Communications Technology (ICT) application;
iv) Experience in media industry as an editor will be an added advantage
v) Possession of not less than six (6) years work experience in Public Relation, Journalism or Diplomacy; and
vi) An excellent interpersonal and communication skill for this position is a must.
2. INTERNAL AUDIT DIVISION
Post Title: Internal Audit Manager – 1 Post
Duty Station: EWURA Head Office – Dar es Salaam
Reports to: Director of Internal Audit
Internal Audit Manager will be responsible for assisting the Management to institute effective internal control system, risk management and good governance processes.
Main Duties and Responsibilities:
i) To lead in carrying out periodic internal audits on financial and operational matters as per the Annual Internal Audit Plan.
ii) To follow up on the progress of implementation of recommendation and directions of the Board of Directors on regulatory matters.
iii) To coordinate evaluation of internal controls and risk management systems and procedures and recommend actions for improvement.
iv) To coordinate review of audit procedures and working papers.
v) To follow up replies in internal and external audit queries and verify implementation of audit recommendations.
vi) To effectively supervise and guide members of staff reporting on the position.
vii) To undertake any other duties as assigned by the supervisor.
Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications and experience:
i) Possession of University Degree/ Advanced Diploma majoring in Accounting or finance from a recognized institution of higher learning;
ii) Possession of Masters Degree majoring in Accounting, Finance or Business Administration;
iii) Certified Public Accountant, CPA (T) or ACCA and must be registered with the National Board of Accountants and Auditors (NBAA) in the category of either Associate Certified Public Accountants (ACPAs) or Associate Certified Public Accountant in Public Practice (ACPA-PPs) or Fellow Certified Public Accountants (FCPAs);
iv) Possession of Knowledge and Competence in Information and Communications Technology (ICT) application;

3. LEGAL SERVICES DIVISION
Post Title: Legal Officer (Legal Services)– 1 Post
Duty Station: EWURA Head Office – Dar es Salaam
Reports to: Senior Legal Officer- Legal Services
Legal Officer will provide assistance in the interpretation of legal instruments
Main Duties and Responsibilities:
i) To participate in interpretation of all regulatory legislation and other legal documents;
ii) To assist in preparing the Authority’s representation in matters of litigation;
iii) To follow up on implementation of laws, regulations, rules, contracts, agreements and other legal instruments, including to assist in providing legal advice on internal matters such as Human Resources, procurement and contracts for goods and services entered into by the Authority;
iv) To provide inputs to research on legislation and other legal aspects pertaining to regulated sectors and the role and functions of the Authority;
v) To participate in provision of legal inputs and advice to and settle consumer complaints as well as from regulated suppliers;
vi) To participate in consumer complaints hearing sessions;
vii) To participate in drafting various legal instruments;
viii) To effectively supervise and guide members of staff reporting on the job; and
ix) To undertake any other duties as assigned by the supervisor.
Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications and experience:
i) Possession of University degree in laws (LL.B) from a recognized university;
ii) Possession of a certificate from law school is required;
iii) Admission to the Bar will be an added advantage;

Post Title: Clerk – Electricity Licensing Committee – 1 post
Duty Station: EWURA Head Office – Dar es Salaam
Reports to: Chief Electricity Inspector
Clerk – Electricity Licensing Committee will be responsible for carrying out all clerical works with regards to license applications and provide support to the Electricity Licensing Committee.
Main Duties and Responsibilities:
i) Schedule quarterly and meetings of the Electricity Licensing Committee (ELC);
ii) Maintain records of all ELC proceedings;
iii) Prepare interviews for candidates required to be examined by the ELC or representative of the Authority;
iv) Issue application form for new or upgrading electrical installation personnel;
v) Issue and process standby generation application forms for own use;
vi) Verify documents submitted by applicants with respect to License requirements;
vii) Maintain electrical installation personnel licensing data base available in the registry book;
viii) Update the list of licensees and ensure posted on the website, and avail a soft copy to TANESCO and other stakeholders;
ix) Print pass cards and ensure they are signed and stamped with the licences before issuing them to successful applicants;
x) Record payment receipts, and liaise with Accounts Department on issuing demand notes to debtors; and
xi) Carry out any additional duties as may be assigned from time to time by the Superiors.

i) Possession of Diploma in Records Management, Office Administration, Law or Engineering from a recognized Institution.
