Project Description:
Land O'Lakes International Development is seeking candidates for a Monitoring and Evaluation (M&E) Manager position for an anticipated USAID-funded program in Tanzania that will address constraints to agricultural productivity through improving the business-enabling environment. It will build the capacity of the private sector to dialogue with policymakers and create a forum for effective public private partnerships. The program will also have an access to finance component under which it will provide technical assistance to both financial institutions and businesses.
Position Summary and Primary Responsibilities:
- Develop and oversee the implementation of an M&E system for the program, including training of project staff in data collection and reporting and regular visits to the field to supervise and validate data collection processes;
- Coordinate the use of new technologies for electronic data collection to inform program design and implementation in real-time;
- Lead qualitative and quantitative data collection and rigorous analysis to develop an evidence base to evaluate the impact of activities;
- Ensure M&E data are entered into Land O’Lakes M&E system – IMPACTS – in a timely manner;
- Complete regular review of data collection processes, perform data quality assessments, and make adjustments as needed;
- Use M&E information to help program staff continuously improve the program theory of change and implementation (adaptive management); and
- Coordinate and consistently report on program results in coordination with the Chief of Party, technical leads, program management and/or monitoring and evaluation team at headquarters.
Required Skills and Qualifications:
- Minimum of 5 to 8 years of experience in monitoring and evaluation, or research for international development programs;
- Bachelor’s degree in statistics, demographics, international development, economics or related field;
- Experience developing and overseeing M&E systems for international development projects;
- Experience designing and managing evaluations, including designing evaluation strategies, developing surveys, overseeing survey teams and conducting analysis and reporting;
- Experience with new tools, technology and software in data collection and analysis;
- Strong computer skills, including use of Microsoft Excel, statistical software and knowledge management systems;
- Professional proficiency in English and local language; and
- Strong communication skills and team-player attitude.
Desired Skills and Qualifications:
- Experience with rigorous evaluation and analysis techniques preferred; and
- Experience working on USAID-funded projects.
