Director of Finance and Administration at ICAP in Tanzania

Position Summary

Under the supervision of the Country Director (CD), the Director of Finance and Administration oversees the financial management, administration, procurement, Human Resources, grants management and logistics of the ICAP country program based in Dar Es Salaam, Tanzania. Ensures the smooth operation of technical efforts and field activities related to the project by providing finance, accounting and logistical support to facilitate the implementation of program activities. Ensures that financial management, personnel, administrative, and contractual operations systems are conducted according to Columbia University and USAID/CDC regulations, standard operating procedures, and good business practices. Safeguards Columbia University’s assets (financial and physical) against fraud, loss, or misuse, and ensures that any project-related funds expended in the field is done in accordance with Columbia University policies and business practices, and any cost principles imposed by the donor. Must continually exercise the use sound business judgment in assuring that all costs are reasonable and necessary for the completion of the office projects and the program mission.

This position is grant funded.

Note: The successful candidate will be a locally hired employee of the ICAP in Tanzania office with a competitive salary and benefits package, and will be subject to local labor laws as well as the terms and conditions of employment that are captured in the Local Employee Hire Manual.

Major Accountabilities

• Responsible for the efficient functioning and service delivery of all matters related to the administrative and financial management of a country program in Tanzania offices, including budgeting, forecasting, inventory and procurement
• Manage and directly supervise Human Resource, Administration, Procurement, Information Technologies, Sub Grants and Finance Managers
• Ensure compliance and consistency with CU’s financial and administrative policies and procedures, as well as compliance with CDC/USAID policies and procedures
• Develop and maintain a system of internal financial controls
• Lead the accurate and timely preparation, analysis, and presentation of financial reports for all relevant stakeholders
• Overall supervision in management of finance, personnel and administration issues at Country office
• Manage the sub grantees under the projects
• Provide financial and administrative support to the regional directors
• Perform other related duties as directed

Education

• Master’s degree in Business Administration, Finance, Accounting, or other related field or a CPA, ACCA

Experience, Skills & Minimum Required Qualifications

• Minimum six (6) years of experience as a senior management level in a reputable organization; NGO Experience is a plus
• Minimum six (6) to eight (8) years of experience providing project financial management to a large national/international program, including extensive experience with financial controls, accounting, payroll, and audits, as well as reporting accruals, pipeline, and expense validation and reimbursement to service providers
• Demonstrated and successful experience in financial management with CDC/USAID contracts/cooperative agreements is essential, including CDC/USAID policy, procedural, and reporting requirements
• Excellent oral and written English is required. Proficiency in local/other language a plus
