Who we are:
Oxfam is an
International NGO working with others to find lasting solutions to poverty and
suffering in Tanzania and more than 80 other countries worldwide. In Tanzania Oxfam works with more than 46
civil society organisations in Shinyanga, Simiyu, Geita, Mwanza, Dodoma,
Morogoro, Tanga, Lindi, Iringa, Mtwara, Kagera, Manyara and Arusha to implement
three change goals that have been identified in the country strategy for 2011/2015, namely Economic Justice - Rural Livelihoods (including smallholder,
pastoralist and women’s livelihoods), Gender
Justice – equality for women ending violence against women and to promote
women’s leadership and economic empowerment and Social Justice centred in active citizenship and effective
governance for quality essential services.
We are currently
looking for a dynamic and knowledgeable Extractive
Industries Programme Officer to enhance the impact of our work in Tanzania.
Roles
and Responsibilities:
In this role you will
report to the Extractive Industries
Programme Manager and you will be responsible for the following:

To
continuously consider and analyse the context within which the NORAD funded
programme is working, and share the analysis with peers and other relevant
stakeholders;
·
To
facilitate and support partners all relevant partners in implementation of
agreed-to workplans;
·
To support other Social Justice team members
in ensuring that they are realising programme outcomes on community
mobilisation and active citizenship across all geographical areas;
·
To
identify and develop opportunities and spaces for further growth of extractives
governance;
·
Engage
with civil society and coordinate with Government departments and international
agencies on programme issues within the extractives issue-based networking;
·
To
manage relationship with Oxfam programme partners through regular monitoring
and capacity-building visits;
·
To
undertake project appraisal, monitoring, evaluation, including financial
monitoring; and ensure minimum organisational programme management standards;
·
To
fulfil Oxfam’s internal and procedural requirements for appraisals, planning,
monitoring, evaluations and reporting as a part of effective project
partnership management;
·
To
produce quality reports and documentation etc for management, donor
requirements and communication purposes nationally and internationally;
·
Responding
to humanitarian crisis is Oxfam’s mandate and requires all staff in this
position to participate in any humanitarian programme (preparedness, response
and rehabilitation) if the management decides; and
·
Ensure
adherence to Oxfam’s Gender, Diversity and Equal Opportunities policies.
Skills and Competencies:
A candidate envisaged
for this role will have:
- Ability to think critically on how change
happens at community level and how to facilitate that change
- Experience working with rural communities,
particularly women and youth
- Understanding
of participatory democracy and grassroots campaigning
- Proven
ability in project development, planning, monitoring and evaluation
- Proven
track record of achieving results and of programme and finance management
skills
- Sensitivity
to gender and diversity issues
- Proven
ability to manage relationships and contractual agreements with partner
NGOs and CBOs
- Excellent
communication and skills with fluency in written and verbal Swahili and
English
- Highly
evolved communication skills with stakeholders at various levels
- Ability
to facilitate interaction between development practitioners at various
levels and with communities
- Understanding
of development issues in Tanzania with special focus on active
citizenship, governance and rural livelihoods
- Academic
qualifications in a relevant field of social sciences
- Strong
analytical, conceptual and strategic thinking skills
- Strong
interpersonal skills to work as part of a team
- Ability
to work under pressure to deliver a time bound programme

Able to travel extensively within a specified
geographical area for sustained fieldwork
·
This position requires a person with ability
to travel frequently to field offices.
