Country Operations Dialogue Specialist - Secretariat of the Green Climate Fund

The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

 

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework

Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

 

The Fund is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The

Fund will pursue a country-driven approach in its operations.

 

The Country Operations Dialogue Specialistwill be based at the Fund’s headquarters in Songdo, Incheon

City, Republic of Korea. The position is for an initial three year period. This is a unique opportunity to be part of a start-up-type organization that offers stimulating challenges.

 

Role

 

The Country Operations Dialogue Specialist will participate to the global business development of the Fund. She/he will have functional responsibility for developing the Fund’s relationships with developing country institutions with the objective of maximizing the climate change impacts of the Fund’s operations.

 

Duties and responsibilities

 

Within the Country Programming Division and as a member of the country engagement team, she/he will be responsible for:

• Liaising with developing countries with respect to the opportunities and benefits associated with partnering with the Fund;
• Assisting with the provision of continuous, on-demand advisory services to developing countries;
• Providing support to developing countries’ NDAs/focal points and implementing entities through targeted outreach activities (e.g. organizing seminars, participating in technical working groups and discussion forums);
• Assisting developing countries gain access to the Fund’s Readiness & Preparatory Support as needed;
• Providing guidance to countries on the selection and preparation of their National or Regional Implementing Entities for their accreditation by the Fund;
• Strengthening developing countries’ institutional arrangements for working with the Fund;? Assisting with the provision of support to implementing entities in developing a pipeline of eligible projects and programs for Fund financing;
• Coordinating and providing guidance for reporting to ensure compliance with the Fund’s policies and strategies;
• Closely monitoring and advising countries and implementing entities in term of mainstreaming their climate change strategies into national budgets and plans;
• Ensuring that countries receive the necessary support to allow them to respond to the Fund’s periodic calls for proposals, i.e., to access the loan and grant resources offered by the Fund;
• Contributing to the preparation of the Fund’s regular reports and updates in relation to country programming and activities.

Required experience and qualifications

• Advanced university degree (Masters) in political science, economics, environment or other relevant field;
• A minimum of 5 years of relevant experience, including experience in, or working with, developing countries;
• Proven track record in business development;
• Demonstrable experience of participating in technical discussions on climate change mitigation and adaptation;
• Proven track record in developing constructive relationships with decision makers at the highest level in finance, planning and environment;
• Policy dialogue skills, ability to identify and assess policy matters and play an active role in the dialogue with the governments and/or other stakeholders;
• Experience in communicating on technical matters to a global audience via reports and press statements;
• Excellent drafting and presentation skills;
• Fluency in English is essential; knowledge of another United Nations language is an advantage;
