SENIOR HUMAN RESOURCE OFFICER– (REF: EAC/HR/2014-2015/008)
Grade: P2
Reports to: Principal Administrative Officer
Organ/Institution: East African Kiswahili Commission
Station: Zanzibar, United Republic of Tanzania
Position Summary
To implement the Commission’s Human Resource strategies, policies and procedures in line with the EAC Staff Rules and Regulations
Duties and Responsibilities
• Advise on understanding, interpreting and implementing the Commission’s Human Resource Policies and procedures in line with the EAC Staff Rules and Regulations;
• Coordinate the recruitment and separation processes and facilitate the process of staff discipline;
• Ensure the existence of and coordinating welfare programs;
• Maintain and updating the Commission’s Human Resource database;
• Coordinate staff development programs;
• Manage the Commission’s payroll;
• Manage the Commission’s staff leave roster; and
• Perform any other duties assigned by the Principal Administrative Officer.
Key Qualifications and Experience
• Master’s degree in Human Resource Management, Business Administration, Public Administration, Social Sciences or equivalent qualifications from a recognized University
• Minimum of eight (8) years of experience in similar position with three (3) years at middle level management
Skills and Competencies
• Excellent interpersonal and communication skills (listening and questioning, written and presentation);
• Excellent planning and coordination skills;
• Very strong skills in effectively, guiding and counselling diverse staff;
• Knowledge of computerized Human Resource Management Systems.(Inspiro People)
Duration of Contract: Five (5) years, renewable once.
Terms and Conditions of Service
All positions are subject to the application of the Quota System while the Drivers positions under the General Support Staff category are subject to recruitment under local terms and from the host country only.
