Enclosed is a Request for Proposals (RFP). FRI invites submission of a best-price proposal for Provision of Radio Drama Production Services. The issuance of a contract is subject to availability of funds, successful negotiation of the contract budget and terms.
The requirements for this activity are described in the “Statement of Work” in Attachment I. FRI encourages your organization to indicate its interest in this procurement by submitting a proposal according to the instructions in Attachment II “Instructions”. A complete proposal must be submitted no later than the closing date and time indicated above. Any questions should be submitted in writing and emailed tohgilberds@farmradio.orgno later than three days after the issue date of this RFP. No questions will be entertained if they are received by means other than the specified email address.. Answers will be sent within one day of the closing date of questions. STATEMENT OF WORK
For: Provision of Radio Drama Production
PROGRAM DESCRIPTION:
Through the Integrated Mental Health Project, FRI is using radio and ICTs to raise awareness about mental health issues for young people, with a focus on improving knowledge and decreasing stigmatizing attitudes about depression. The project has the following objectives:
(1) To improve “mental health literacy” among young people
(2) To enhance awareness and understanding of the signs, symptoms and treatment options for young people who may be experiencing depression
(3) To decrease the stigmas and misconceptions about mental illness, which prevent young people from seeking mental health care
PERIOD OF PERFORMANCE:
FRI anticipates a minimumperiod of performance of eight weeks for this activity, and a maximum of ten weeks. Consultants should plan for a start date of Nov. 1, 2014, with work being completed Jan. 15, 2014. The actual period of performance can be modified upon mutual agreement between the consultant and FRI.
A. TECHNICAL APPROACH
Drawing upon FRI projects that focus on interactive radio campaigns to improve access to information for smallholder farmers, FRI is applying its expertise to develop a radio campaign about mental health and depression for teenagers in Malawi and Tanzania. FRI is seeking the services of a Radio Drama Production Consultant based in Tanzania or Nairobi, with experience in all aspects of radio drama production and direction. The radio campaign will use a “mini-drama” format where each episode is a maximum of 5 minutes in length. The producer will be required to produce and record a 26-episode mini-drama series.
The min-drama will focus on the lives of secondary school students living in the Arusha region of Tanzania. There will be a maximum of 6 characters, and plot themes explored include: teenage pregnancy, dropping out of school, drug and alcohol abuse, depression and suicide.
The radio campaign will use a magazine format and will be broadcast on 2 stations in the Arusha region. It will include:
1. A 26-episode mini-drama series
2. A weekly 30-minute radio campaign
3. A weekly youth panel
4. Call-ins and interviews with experts
5. Interviews with celebrities
6 Quizzes and competitions
7. Radio Listener Clubs
FRI will conceptualize and write the scripts and will provide these to the Radio Drama Producer for planning, production and recording of the drama.
B.TECHNICAL METHODOLOGY
Consultants are requested to provide a detailed narrative and draft production timeline proposing the methodology that the firm intends to utilize to produce and record the drama, taking into consideration all of the below-listed factors:
PRODUCTION:
a) Production of a 26-part episodic radio series, over a period of 8-10 weeks. Each episode must be between 4 and 5minutes in duration, delivered to FRI broadcast ready, in any format that the firm wishes to use. The language of the drama will be Kiswahili from the Arusha region.
b) Provision of an experienced technical crew skilled in radio production services, and demonstrating high-end professional capability in drama sound recording, audio effects and music composition.
c) The Radio Drama Production Consultant will be responsible for:
· Identifying and casting skilled Kiswahili speaking actors from the Arusha region;
· Contracting and payment of acting cast members;
· Scheduling and managing rehearsals of all scenes, ensuring actors yield the best performances;
· Developing pre and post-production schedules (including post-production editing), to deliver episodes as per the agreed-upon timelines outlined in Table 1.
d) Provision of failsafe backup storage of all audio content.

C. PAST PERFORMANCE
As part of their technical proposal, the Consultant is requested to provide past performance information. The Consultant should demonstrate their familiarity with the genre of drama production and broadcast, relevant organizational experience in delivering quality drama, noting any relevant awards or commendations that may have been received. Consultants must have a minimum of four (4) years operational experience, with demonstrated expertise in pre and post-production, casting, full studio and editing facilitation, a proven track record in delivering a radio drama series as demonstrated in their past performance section.
Additionally, all Consultants must provide a past experience reel (maximum 15 minutes in duration) of past work, reflecting an uncompromising adherence to the highest production values and ability to produce impressive content. This should be submitted in Mp3 format.
D. Additional Requirements for Submission
· No costs incurred by Consultants in preparing and submitting the proposal are reimbursable by FRI. All such costs will be at the Consultant’s expense.
· The Consultant must have adequate financial resources including appropriate insurance coverage to perform the work stated herein, or the ability to obtain them without delay;
· The Consultant must be able to comply with the described delivery or performance schedule, taking into consideration all existing commitments and constraints;
· The Consultant must have a satisfactory performance record;
· The Consultant must haves a satisfactory record of integrity and business ethics; has the necessary technical capacity, equipment and facilities, or the ability to obtain them
E. Submission of Proposal
Proposals must be in English, and must be submitted by 15 October 2014 tohgilberds@farmradio.org
Content of Proposal:
The proposal shall be comprised of three sections:
i. The Cover Letter
ii. The Technical Proposal
iii. The Cost/Business Proposal
i) The Cover Letter: should be on the Consultant’s letterhead
ii) Technical Proposal: should succinctly (clearly and precisely) address theoretical and practical aspects that the Consultant has considered and will employ to carry out the statement of work. The Technical Proposal is the opportunity for the Consutlant to demonstrate that he or she is “technically capable”. Specifically, the Technical Proposal should demonstrate the Consultant’s understanding and capabilities to carry out the work. The Technical Proposal should be divided into the following clearly separate sections: Technical Methodology; Draft Timeline for Production; Staffing Plan; Past Performance.
3) The cost proposal: must be submitted separately from the technical proposal and will primarily indicate the cost for performing the work specified in this RFP. At a minimum, the cost proposal will include the following information:
1) A detailed budget providing a cost breakdown of items to the maximum extent practical.
