Chief of Party - East Africa Resilience Learning

QED seeks Chief of Party candidates for an upcoming knowledge management (KM) and learning activity entitled the Resilience Learning Project. The expected five- year project – to be managed by USAID /East Africa -- will seek to break the cycle of droughts and humanitarian emergencies in the Horn of Africa ( including Kenya, Ethiopia, and Somalia) by improving drought resilience policy and programming within USAID, USAID regional projects, national partners and regional partners (such as IGAD and its member states). This will be done by enhancing mutual learning and KM activities on resiliency through such activities as peer learning networks; resiliency innovation dissemination; KM intuitional capacity building; developing/testing/documenting humanitarian and development models; synthesizing evaluations / conducting meta evaluations; addressing gender-resiliency issues.
Duties and Responsibilities: •Provide overall technical leadership and direction for the project while serving as key liaison with USAID, counterparts and other donors.
•Ensure effective and efficient performance for all technical, financial and administrative aspects of the project, overseeing quality control and reporting of project deliverables and results and directly supervise senior project staff. •Lead and facilitate high-level policy meetings, forums and workshops on resiliency development topics. •Champion collaboration, learning and adaption (CLA) approach along with other project staff •Contribute to improving activities aimed at enhancing resiliency in East Africa through the use of evidence-based interventions and learning generated through the project. •Communicate with project management staff in the field and headquarters on project status, performance, and impact, insuring project results achieved in a cost effective, compliant and sustainable manner. •Coordinate with USAID staff, donors, government officials, and implementing partners on resiliency policy and programmatic issues, best practices and lessons learned
Key Qualifications:
•Master’s degree in international development, economics, agriculture, organizational development or a related relevant discipline •At least 10 years of experience in progressively more responsible positions in international development, particularly in activities and programs of similar size, nature and scope (knowledge management, organizational learning, resiliency, livelihoods/food security/ pastoralism, institutional capacity building, etc.) •A minimum of three years of experience in a senior project management position, on a donor funded development program such as Chief of Party, Deputy Chief of Party, Component Leader or Team Leader preferably on a USAID- funded program. This includes experience designing, developing and implementing project management systems and overseeing program start-up and close-out under time constraints. •Ability to build positive working relationships with USAID and other U.S. government agencies operating in the Horn of Africa. •Long-term (over one year) international development program management experience in the Horn of Africa preferred; •Strong familiarity with USAID policies and regulations preferred. •Strong communication, writing and interpersonal skills.Excellent team management and interpersonal skills, and the ability to build and administer teams of U.S., third country and local experts. •Excellent proficiency in written and spoken English. •Excellent proficiency in MS Office suite.
