Organizational Setting and Reporting
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is UN-Habitat at the Nairobi duty station. Under the supervision of the Financial Management Officer, and under the overall supervision of the Chief, Management Support Section, the incumbent will perform the following functions:
Responsibilities
1) Overall Policy functions: Provide inputs, especially concerning financial and budgetary matters, into the formulation of the overall strategies, priorities, policies and budgets of the UN-Habitat.
2) Financial and Budgetary functions: Analyze the Organization's financial reporting requirements and develop additional tools and management reports; Certification of core budgets, including the Regular Budget; Assist in the design of improved budgetary management techniques and the specification of function requirements for corporate planning and resource management systems; Assist in developing IMIS generated specialized reports and the conversion of reports on the Enterprise Reporting Planning (ERP) system; Assist in the implementation of IPSAS; Monitor all accounts, and in coordination with UNON, take corrective actions where required; Assist in budget (Regular and Foundation) formulation and preparation; Identify and allocate deposits to core and earmarked contributions.
3) Management/Administrative functions: Act as focal point within UN-Habitat for financial donor reporting and other specialized financial reports; Produce ad hoc financial and management reports for Senior Management, Committee of Permanent Representatives or the Governing Council on Human Settlements; Coordinate with the IMIS Support Unit and Accounts in UNON, on the financial reporting of UN-Habitat budgets; Maintain regular contact with programme managers with a view to providing solutions to their specific financial and management information requirements, and ensuring an adequate understanding of unusual variances and trends.
4) Perform other related duties as may be required.

Education
  • Advanced university degree (Master's Degree or equivalent) in Finance/Accounting or related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
  • A minimum of five years of progressive experience in a finance function, including at least two years in management accounting role or related field. Information Technology skills, preferably including computer programming experience desirable.
Languages
  • English and French are the working languages of the United Nations Secretariat.
  • For the post advertised, fluency in both oral and written English is required.
  • Knowledge of a second UN language is an advantage.
Assessment Method
  • Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
