Tetra Tech ARD seeks highly
qualified Legislative Strengthening Specialists to support anticipated
multi-year USAID-funded projects to strengthen national and sub-national
legislatures and deliberative bodies around the world. These projects
aim to improve core legislative functions in lawmaking, executive
oversight, budget analysis and review, and constituent representation as
well as work with government accountability agencies, such as public
auditors, and with civil society organizations and broader legislative
communities in developing and transitional nations.
Demonstrated experience in one or more of the specialized areas below is highly desirable: *Legislative and Parliamentary Development *Public policy development and legislative drafting *Public Administration and Strategic Management *Legislative Management/Operations *State/Provincial Legislature Membership or Management *Constitutional and Legal Government Structures and Law *Political Transparency and Accountability *Budget drafting and/or analysis *Regulatory Management and Proceedings *Mediation/negotiation of disputes in public arena *Participatory processes: development and/or management *Public advocacy *Legislative Media/Communications strategy and design *Information Technology and Knowledge Management Systems *Training: Design and Delivery; Training of Trainers (TOT) *Civil Society Organization (CSO) development and capacity building *Inclusion of women and vulnerable populations *Program and project monitoring and evaluation
Responsibilities Provide analysis and guidance on critical needs of any of the above specialized areas to host country personnel in legislative strengthening projects (including designing institutional strengthening activities), and advise USAID Missions as necessary; Train, mentor, advise or otherwise interface with legislators and legislative staff, other government officials, local civil society organizations and project stakeholders on issues pertaining to legislative strengthening; Manage or work collaboratively with expatriate and local project staff, including supporting quality control; Ensure effective financial management and progress and reporting of program results in compliance with USAID-required indicators and efficient utilization of program staff and resources; Conduct monitoring, assessments and evaluations of USAID-funded Legislative Strengthening projects and programs; and Travel and/or residency to/in participating host countries may be required.
Qualifications: *Ph.D., J.D. or M.A. in political science, economics, public administration, or a related social or administrative science OR a Bachelor’s degree in a related field and considerable legislative/public administration experience; *A minimum of 5 years of relevant professional experience, with experience working within a legislature (local, state/provincial, national) preferred; *Program management or technical assistance experience working with USAID/other large donor missions as well as host country private and public sector organizations desired; Demonstrated outstanding training, management, capacity building, and networking skills; *Experience working in post-conflict or challenging contexts preferred; *Fluency in English required; fluency in other languages preferred.
