The overall goal of project is to increase education, economic and civic participation opportunities for Somali youth so as to reduce instability in target areas. To achieve this goal, the consortium seeks to work towards three results: • Fair and equitable secondary education services improved for at least 25,000 Somali youth, community members, and education officials through classroom construction and rehabilitation, teacher training, capacity building of education officials and improved community engagement in education issues. • At least 15,000 youth are more economically self-reliant with supportive systems through improved access to and quality of technical and vocational education and training (TVET) services, improved TVET standards, support for business start-ups and improved linkages to the private sector. • 100,000 youth empowered to participate and contribute positively and productively to society through strengthening of youth groups and safe spaces for youth dialogue and support for youth-led advocacy efforts and community improvement projects.
Strengthening the Capacity of TVET Centres
SYLI’s main objectives include the improvement of access to and
quality of technical and vocational education and training (TVET)
standards. Highly skilled, competent and motivated trainers are a
prerequisite for realisation of a viable TVET strategy. Competent
trainers and instructors with skills in the subject matter as well as
pedagogical knowledge are important even if there are well equipped
technical institutions. Puntland’s Ministry of Education and SYLI
consortium has held discussions with TVET managers in Puntland and it
was agreed that all the TVET centres needed Master Trainers to upgrade
the skills of the tutors in certain specific trades. The ongoing Labour
Market surveys results is also expected to point out the specific needs
of the market with regards to skills needed. Therefore the mastery of
the various skills for the trainers will ensure that they teach their
trainees using up-to-date methods and ways of working relevant to the
market needs.The role of the Master Trainers will be to train/upgrade the skills the TVET instructors/tutors within TVET centres. The training will be customised so that Master Trainers and the Tutor-trainees can learn in their own friendly environment, providing flexible learner-centred involvement by meeting individual learning needs, helping them take on more responsibility (while learning and continue training in their centres), blending theory with practice and making effective use of limited instructional resources within their own centres.
It is envisioned that the project which is currently being implemented in Puntland’s main towns of Galkayo, Gardho, Garowe and Bosaso will successfully upgrade the skill proficiency levels of current TVET tutors through the in-centre training and mentorship program which would result in the improvement of quality of trainings offered to youth trainees.
The Puntland’s Ministry of Education and SYLI Consortium members have identified the trade skills in the four technical training institutes that are targeted for upgrading as shown in the table below:-

CARE Somalia seeks the service of experienced Master Trainers with a professional and academic background with the trade skills mentioned above to undertake the TVET based training/mentorship program in targeted TVET centres mentioned above.
Roles and Responsibilities of the Master Trainer(s)
The Master Trainers would undertake the following tasks:-i. Make assessment of the existing training facilities and suggest upgrading requirements ii. Train the TVET tutors/trainers in their line of specialization to upgrade their skill proficiency levels iii. Assist in the training of the of the intermediate level trainees in the selected skills iv. Guide trainers in their lesson plan preparation and scheme of work v. Supervise trainers in their training delivery and class management vi. Administer and support all practical sessions of the trainees vii. Do overall control quality of trainings offered to the trainees including but not restricted to adherence to syllabus and administration of CATs viii. Lead in the process of developing the Training, Teaching and Learning (TTL) materials for their respective skills ix. Undertake other responsibilities that may be assigned which are deemed necessary for effective implementation of the training activity.
Intended outcomes of the TVET-based Training/Mentorship Program
i. Capacity Assessment Report on the existing training facilities
and suggested upgrading requirements to be shared with CARE, MOE and the
respective TVET centres
ii. Training Needs Assessment Report for the specific skills that the
Master Trainer is recruited for
iii. Development of a Training and Coaching Strategy Module
iv. Development of other Training, Teaching and Learning Materials for
the respective skills
v. At the end of the assignment a final report will have to be
submitted to CAREIt is expected that by the end of the TVET based training/mentorship program, trainers who have undergone the skill mastery program would be able to handle all the training requirements and related tasks in their respective skills at the Intermediate Level skill proficiency as per the UNESCO Syllabus for Grade II.
Duration of the assignment:
The duration of this assignment is 9 (nine months) and anticipated date of incorporation is October 2012.. Qualification • Bachelor Degree (or its equivalence) in one of the selected skills. • Persons holding Diploma and Vocational qualifications as well as Master Craftsmen/women coupled with extensive training or work experience in relevant industry may be considered in lieu of the Degree. • Experience in designing and running vocational training programs within (post)conflict framework. • Good understanding of education programme, education psychology and adult learning process. • Excellent analytical and conceptual skills to think and plan strategically. • Ability to lead and manage a complex and demanding workload. • Excellent report writing skills. • Excellent written and spoken English • Knowledge of the Somali language will be an advantage
