THE ORGANIZATION
For more than 100 years, Heartland Alliance has been working with displaced and vulnerable people in the Chicago area, including refugees, asylum seekers, migrants and victims of trafficking. The services offered to these populations include legal protections, torture treatment, medical and psychosocial care and services specific to children's needs. Using the expertise gained through the delivery of such services, Heartland Alliance has turned its attention to the countries where these vulnerable and displaced persons originate, which have been adversely affected by war, violence and poverty. In these countries, Heartland Alliance applies its particular areas of expertise to build the capacity of local partners to provide quality and sustainable services to vulnerable populations.
THE POSITION
This position will provide leadership, coordination and support to all Great Lakes programs, and reports directly to the Great Lakes Regional Director. The position also provides direct management oversight of the Great Lakes Regional Anti-Trafficking Protection Partnership (GRAPP) II, an anticipated regional anti-trafficking project to strengthen government and civil society collaboration and engagement in providing protection and resettlement services to victims of trafficking in Burundi and the Democratic Republic of the Congo (DRC). GRAPP II will mark the second phase of GRAPP, and builds on three years of trafficking programming in the region, providing direct protection and reintegration services to more than 500 victims of trafficking. The project will coordinate closely with key government ministries, international stakeholders and civil society, and includes the continued provision of direct services to victims of trafficking and the management of a trafficking shelter center in Uvira, DRC. The position will be based in Bujumbura, Burundi, and requires frequent travel to South Kivu, the DRC.
Essential Duties and Responsibilities:
Program Coordination and Support (45%)
• Coordinate all aspects of program implementation by supporting effective collaboration on finance, administration, and monitoring and evaluation, including liaising with staff and providing training and guidance where necessary
• Oversee all donor reporting and ensure reports are submitted in a timely manner and in accordance with internal and donor standards
• Supervise, assign and oversee tasks completed by the Program Coordinators/Managers
• Work with program staff to identify obstacles to effective implementation, refine strategy, and create new documents, procedures, and guidelines as necessary
• Work with Regional Director and Project Coordinators/Managers to identify, recruit, and hire technical consultants according to project needs
• Work with technical consultants to encourage effective coordination and use of time during visits
• Establish and manage relations and partnerships with local government and local and international organizations working in related fields to improve coordination and offered services and community participation in/acceptance of HA activities
• Encourage and ensure participation by Project Coordinators/Managers and program staff in inter-agency structures for coordination and monitoring of program activities
• Coach and supervise program staff in effective planning of program activities, strategic partnerships, and human resources management
• Assist with and oversee the creation and of any and all forms, templates, and other documents related to program implementation, monitoring and evaluation tools, and donor reporting
• Work with Regional Director, Director of Finance and Administration, and Project Coordinators/Managers to ensure open, respectful, and accountable communication with Donors Support Administrator/Human Resources department in collecting CVs and vetting for qualified applicants for job openings, participate in interviews and hiring decisions
• Work with Project Managers and all other HA staff to troubleshoot and respond to difficult/emergency situations with regard to staff or beneficiaries
• Perform all other tasks necessary for streamlined and effective implementation of HA programs in Burundi, as assigned by Regional Director or requested by the Director of Finance and Admin, HQ, and Project Coordinators/Managers;
GRAPP II Program Management (35%)
• Provide anti-trafficking technical expertise to ensure program quality
• Oversee program launch, including hiring project staff as necessary
• Manage all project staff, including a clinical mental health supervisor, mental health counselors, project coordinators, and shelter staff
• Oversee and ensure the timely implementation of key project activities
• Ensure compliance with all programmatic and financial requirements, including the preparation and submission of timely donor reports
• Oversee management and implementation support to local and international partners
• Develop and maintain working relationships with government entities, non-governmental organizations, grassroots groups, and civic associations and other key stakeholders, in particular the Ministry of Labor in Burundi, the Ministry of Mines in the DRC, the ILO and UNODC
• Manage preparation of the monthly administrative and program report, and assure sub-grantee compliance with reporting requirements
• Consistently measure project performance with stated goals and objectives
• Assure compliance with Heartland Alliance personnel policies
• Regular travel to Uvira, DRC to ensure management oversight of the shelter center
• Perform all other duties as assigned;
Program Development (20%)
• Assist in preparation of project proposals for external donors, including coordinating with potential local partners, developing budgets, and drafting narratives. Supervisory Responsibilities: Manages GRAPP staff. Is responsible for the direction, coordination, and evaluation of staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
REQUIREMENTS
Education and/or Experience:
• A Master’s Degree (or equivalent) in international relations, development studies, political science or a related field
• 5 years of progressive management experience, preferably in an international non-government organization
• Demonstrated commitment to advancing human rights, and technical expertise in counter trafficking.
• Experience of budget development and financial management
• Proven experience of working in partnership with NGOs and other civil society organizations and networks
• Excellent written and spoken English and French
• Previous work experience in the region or in comparable environment preferred
