DR Congo and Republic of South Sudan are non-accompanied posts; the expatriate is not allowed to bring a partner and/or children to the DRC or RSS.
War Child programme in DRC and RSS War Child recently has been awarded a global grant from the European Commission (EC) for the ‘Partnerships for Peace’ (PfP) Programme focussing on child participation in the Democratic Republic of Congo (DRC) and the Republic of South Sudan (RSS). The objective of the PfP programme is to realise the right to participation of children and young people in order to fully support the realization of their rights at all levels of society. This will be done by enabling children and young people in DRC & RSS to fully participate at the community, district, national and international levels. The PfP programme aims to increase just, inclusive and democratic conflict-resolution and peace building processes. The PfP Programme strongly links to War Child’s global advocacy objectives.
The challenge The Programme Manager is responsible for the implementation of the PfP Programme as described in the EC grant proposal, its monitoring and evaluation and further development accordingly. This also includes quality control, coordination of PfP programme activities, in the DRC, RSS and related global initiatives by War Child and partners. Furthermore, the Programme Manager will be responsible for developing and maintaining a good relationship with the EC and ensuring that all donor requirements are met.
The Programme Manager is the technical/content advisor to the Country Director (CD) with regards to this programme and the relation with the EC. The Programme Manager is a member of the Country Management Team. The Programme Manager will work in close relationship with the Programme Development Managers (PDM’s) and Programme Development Advisors (PDA’s) in each country to ensure alignment of the PfP Programme with other interventions and with the War Child strategies in each country. In addition, the Programme Manager is responsible for supervising PfP Programme staff. The Programme Manager supports capacity building of PfP Programme staff and local partners.
The Programme Manager will be preferably located at the country office in the DRC or RSS (alternative location), with frequent travel to the other country and different field locations and regular travel to Head Office (HO) in Amsterdam.
Profile Knowledge and experience • Relevant academic background (Psychology, Pedagogy, International Development, Social Sciences); • Knowledge of grant management; • Experience with EC programme management in an international humanitarian or development context; • Knowledge of child & youth participation and rights, and related programmes within the development sector; • Experience with child & youth participation with an (I)NGO; • Knowledge of quantitative and qualitative monitoring & evaluation tools.
Skills • Strong coordination skills; • Strong advisory skills to deliver clear and well substantiated advice; • “Convincing skills” to persuade and convince others to follow his/ her advice; • Social and communicative skills for supervising and coaching of staff and frequent internal and external contacts; • Strong reporting skills (written and verbal); • Fluency in English and French; • Able to assess social/ political situations and able to act in a diplomatic way in delicate situations; • Capacity building and training skills;
