BASIC SALARY: From FRW 14,230,851 to FRW 24,192,452 per year

USAID/Rwanda is seeking an Ordinarily Resident citizen or individual with the required work permit for employment as A.I.D Development Assistance Specialist (Health Promotion).
BASIC FUNCTION OF POSITION
Job holder is a senior health promotion activity manager and key public health technical advisor to the USAID Health and USG PEPFAR teams. S/he will advise the Health and Social Welfare Promotion Team Leader, the Supervisory Health Officer, the Mission Director, and the USG inter-agency team on health promotion interventions in Rwanda. As an expert in health promotion, s/he also plays an important advisory role in
developing country-level strategies, policies, and guidelines. For this position, health promotion includes prevention of HIV, malaria, and other diseases, Maternal and Child Health (MCH), Family Planning
/Reproductive Health (FP/RH), Nutrition, and Water, Sanitation and Hygiene (WASH).

QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criteria detailed below with specific and comprehensive information supporting each item.
Education: (10 Pts.)
Master's Degree or host country equivalent in public health, health policy, behavioral or social science field is required.
Prior Work Experience (30 Pts.)
A minimum of five years of mid-to-senior level public health experience in developing, implementing and evaluating health promotion programs or other relevant public health programs that involve coordination with an international agency or implementing partner is required. Demonstrated experience in strategic planning, policy formulation, providing technical leadership, and program management is required.
Language Proficiency (10 Pts.)
Level N (fluency - speaking/reading/writing English is required.
Level IV (fluency-speaking/reading/writing) in Kinyarwanda is required.
Knowledge: (30 Pts.)
Comprehensive understanding of Health Promotion, HIV prevention, and community-based initiatives, including program design, implementation and evaluation is required. Demonstrated ability in building and maintaining close counterpart relationships, both governmental and in the community. Demonstrated ability to work collaboratively and effectively in a high performance environment and under tight deadlines. Demonstrated ability to apply policy directives to activity design, implementation and monitoring and evaluation.
Skills and Abilities (10 Pts.)
Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners. Strong leadership skills are required to lead results-driven project teams and workgroups. Ability to analyze, understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports. The incumbent will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings. Considerable innovation will be required to
influence other collaborative organizations engaged in HIV prevention programs to adopt appropriate strategies for their program activities. Intermediate user level of word processing, spreadsheets and databases is required. Strong skills in interpretation of program monitoring and evaluation data are required.
