Objectives
The main objectives of the position are to: (I) Manage databases used by the Statistics Department, (ii) Ensure the proper functioning of the data portal of the Statistics Department, (iii) Prepare reporting tools to ensure better data dissemination on the Bank Intranet and Web site (iv) Participate in the creation and use of data collection and statistical data analysis tools , (v) Participate in the training of the Bank's internal and external users regarding collection and dissemination tools as part of capacity building, (vi) Participate in the preparation of statistical publications and ensure their dissemination.
Duties and responsibilities
Under the supervision of the Division Manager, the Statistics information systems Officer will:
- Design and manage the applications used within the Statistics Department: Analyse and implement statistical databases including server administration and maintenance.
- Establish an efficient and user-friendly reporting solution that provides to Statisticians and Operations Complexes a range of enquiry, data analysis, reports formatting and dissemination functions.
- Establish a procedure which allows data exchange between ADB, sub-regional organizations and RMCs (Transmission of results of surveys conducted by sub-regional organizations); integrate the processed data in the databases used in the Department.
- Participate in the preparation of statistical publications and ensure their dissemination within the Bank and in Regional Member Countries.
- Ensure that statistical data are published on the Bank's Intranet and website.
- Conduct missions to regional member countries as part of the capacity building project.
- Train and support staff of Operations Complexes on the use of databases and systems put at their disposal by the Department (Data Portal, SAS etc. ...)
- Act as interface between the Statistics Department and IT Department and possibly with external consultants for the applications development and media as well as all other IT problems.
- Perform all ad hoc information systems management tasks assigned by superiors.
Selection Criteria
Including desirable skills, knowledge and experience
- At least a Master's degree or its equivalent in information technology, management, economics, statistics or a related field.
- Preferably a minimum of 4 years of relevant work experience in the field of database design and management systems.
- Sound experience in the use of information reporting systems using MS SQL, ORACLE and statistical data processing and analysis using SAS, STATA
- Ability to provide leadership, training and coaching, with a proven track record of teamwork and development of a rewarding and creative work environment.
- Ability to communicate and write effectively in English and/or French with sound working ability in the other language.
- Excellent knowledge of the Bank's standard software (MS Office, SAP, DACON, DARMS)
