SNV has been operating in Mozambique since 1996. The country programme is aligned to the Government of Mozambique’s development strategies. SNV works with government organisations, including local authorities, district line ministry departments, and mandated organisations, as well as private sector organisations, non-governmental organisations and citizen groups.
SNV aims to achieve more impact in income, employment and access to basic services by the provision of high quality capacity development advisory services. With this approach, we build upon our existing knowledge, experience and foot print in Value Chain Development in the Agriculture sector to stimulate pro-poor growth, unlock resources and create wealth in an inclusive way. SNV currently focuses on two agricultural programmes, namely oilseeds and staple crops; where a programming approach combined with a strong private sector orientation in Inclusive Business is used.
Purpose of the position:
The incumbent is responsible for steering national sector development and quality of practice in line with global sector choices, cross cutting themes and in consultation with the Managing Director of the sector, in order to improve sector performance and contribute to the overall performance of SNV on country level.
This position works in close collaboration with the Country Director, other Sector Leaders, the Country Human Resource Officer and the Country Controller. This position deputises the Country Director when he/she is absent.
The Sector leader will be based in Nampula, and will make frequent visits to other locations where SNV agriculture programmes and clients are.
S/he will lead the team of 9 SNV advisors, 5 Local Capacity Builders and several consultants.
Responsibilities
• Provide strategic direction to the sector in terms of content and leadership to optimize development results and resource mobilisation; • Conceptual development of the sector programmes, including identifying and defining programme interventions and opportunities in the agriculture subsectors, lead on innovations and craft this to practice; • Steer implementation of projects/programmes within assigned budgets, lead complex assignments to deliver meaningful and effective advisory services especially in private sector development; • Provide guidance and steer on Managing for Results policy and ensure credible M&E indicators and results; • Management and development of human resources in the sector, this includes evaluating performance of all categories of the workforce; mentor and coaches team members; • Build relations with relevant stakeholders including donors, local organisations and knowledge institutions with the objective of profiling SNV and secure additional funding for the sector;
• Setting up of efficient system for business development intelligence and identify opportunities to mobilize financial resources in collaboration with the other sector teams in the country; • Actively draw lessons from managing the programmes to improve SNV’s service delivery and participate in knowledge development expertise groups/networks so as to enhance knowledge development and sharing of innovative delivery models with the team; • Identify improvement areas within SNV Mozambique with the aim of improving service and quality standards.
Candidate profile
Education: Master’s Degree in agriculture, agricultural economics, agribusiness, business administration, international trade or any relevant field.
Experience and Skills:
• Minimum 8 years of professional work experience, including international experience as consultant/advisor for private and/or development organizations on business development; • Proven track record of working with medium and large private sector companies preferably in agri-business in the development of Inclusive Business Models; • Experience in analysing/implementing value chains in the agriculture sector, local content sourcing of the mining industry preferred; • Experience in leading, managing and coaching a team of advisors; • Experience in organizing/executing baseline studies, business & investment plans, and risk analysis and measurement impact frameworks; • Proven capacity of engaging local productive initiatives with international best practices; • Proven track record in resource mobilization & business development; • Experienced networking and relationship manager, especially with donors; • Experience in proposal writing and preparation of project documents.
Other requirements:
• Strong negotiation and leadership skills; • Entrepreneurial skills and attitude with strong result orientation, ability to advise business and investors; • Client and team-oriented attitude; • Excellent communication skills in English and Portuguese both spoken and written; fluency in Spanish is an advantage; • Willingness to travel regularly to other provinces of Mozambique, and other countries in Africa.
Contract Duration: 3 years with the possibility of renewal.

Information on duty station
Nampula, Mozambique
Medical facilities: Health care is basic in Nampula. For intensive care, Maputo and South Africa are easy to reach because there are frequent flights available to Maputo. Educational facilities: There is one English speaking school with American curriculum, Kindergarten to 9th grade, but all of not international standard. Security situation: Stable. Nampula is a quiet city but one must take the usual security precautions as in any city. Accessibility: There is an airport with daily flights to Maputo and weekly flights to Pemba/Dar Es Salam/Nairobi.
