Since 1996 PSI and its affiliates have delivered over 150 million Insecticide Treated Nets (ITNs), over 40 million malaria treatments and is rapidly scaling up programs to effectively prevent and treat pneumonia, diarrhea and under-nutrition.
PSI seeks a Research Advisor to lead and manage its Malaria & Child Survival (MCS) evidence agenda. The MCS Research Advisor will build upon existing expertise gathered through large research initiatives (e.g. ACTWatch) and routine program data to generate evidence to support and improve MCS programming. He/she will develop and support effective MCS monitoring and evaluation strategies for PSI’s country offices, set the standards for study designs and assure the accurate and timely presentation of results to the right audiences. He/she will also develop case studies and peer reviewed literature to promote learning from PSI’s MCS programming and influence global health policy and practice. The MCS Research Advisor also has a key role in developing country-level capacity to carry out research and interpret evidence effectively so it is used to continuously improve the quality and impact of PSI’s MCS programming.
The MCS Research Advisor reports to the Deputy Director of Malaria and Child Survival with a dotted reporting line to the Deputy Director of Research and Metrics and is based in Nairobi, Kenya with approximately 30% travel.
RESPONSIBILITIES:
• Ensure the application of global best practices in research and M&E of MCS programs in ICM of malaria, pneumonia & diarrhea, water, sanitation and hygiene (WASH), malaria prevention, neonatal health, and under-nutrition • Implement impact evaluation studies to test the effectiveness of new programs for improving health outcomes and behavior • Analyze routine M&E data to provide evidence to develop PSI programs and ensure continuous, incremental improvement. • Develop guidance documents and tools; support PSI country offices during MCS study design, execution, report writing, and dissemination • Analyze and interpret data to provide an evidence base that informs MCS programming. • Collaborate with international, regional and national-level MCS research institutions, working groups, and experts to ensure that PSI is using the latest technical developments and best practices within MCS, • Disseminate best practices throughout PSI using various capacity building and communication channels (e.g. trainings, toolkits, teleconferences).
• Ensure the generation and use of high quality evidence from all new MCS programs by advising on the development and integration of routine M&E data collection, integrating M&E into PSI’s larger management information systems (MIS), and developing protocols for data quality assurance, data analysis, and using data for decision making. • Contribute to the development of health impact (DALY) models and other metrics to track the impact of MCS interventions on target audiences and markets • Support MCS proposal writing by developing M&E plans, logical frameworks, and identifying sources for key data • Support Global Fund performance framework and M&E plan development by providing guidance on indicators, data collection, and data quality assurance. • Contribute to the evidence base in MCS by authoring articles and publishing in peer-reviewed journals; providing support to country-level teams for publications; presenting at conferences and meetings; and documenting lessons learned for internal and external stakeholders
QUALIFICATIONS AND EXPERIENCE:
• PhD (with 3+ years of experience) or a Masters degree (with 5+ years of experience) in public health, behavioral sciences, epidemiology, tropical medicine, population studies, or a related field. • 3-5 years of professional experience in the monitoring and evaluation of child survival programs including; • Design and implementation of qualitative and quantitative studies to inform, monitor, and evaluate programs
• Development, analysis and use of routine M&E systems to improve program performance • Demonstrated expertise in key child survival interventions such as malaria control, pneumonia & diarrhea, WASH, neonatal health, and under-nutrition • Experience in designing and conducting impact evaluations • Experience designing M&E frameworks for child survival interventions, including; routine data collection, data quality assurance, and data use for public health interventions • Extensive knowledge of a statistical analysis program (SPSS, STATA etc) • Experience in developing research and M&E training tools and materials, • Demonstrated ability to work independently, highly organized, comfortable working on multiple simultaneous projects, • Excellent written, verbal and inter-personal communication skills. • Proficiency in French is desirable
