TERMS OF REFERENCE FOR RECRUITMENT OF THE NATIONAL ELECTORAL COMMISSION HUMAN RESOURCES MANAGER
The National Electoral Commission is an independent Government financed institution charged with the preparation and conduct of all legislated Elections and the training in the areas of Voter and Civic Education. The National Electoral Commission wishes to recruit a suitable candidate to fill the position of a Human Resources Manager that is vacant in its structure.
Job description of the Human Resources Manager in the National Electoral Commission
- Advising the National Electoral Commission on staffing, staff recruitment and; capacity building strategies;
- Preparing on a monthly basis, the list of the National Electoral Commission´s employees together with their payroll and ensuring effective payment of salaries is made on time;
- Management of NEC Staff files;
- Monitoring the performance evaluation of NEC´s staff;
- Proposing tools for output evaluation and the strategies for improving staff performance;
- Receiving and examining employees, petitions and proposing solutions;
- Preparing and Monitoring staff annual leave calendar;
- Preparing , Monitoring and ensuring timely legal remittance of staff´s contribution to other institutions;
- Preparing technical files pertaining to the process of recruitment of the National Electoral Commission´s staff and ensuring induction for new recruits;
- Keeping the National Electoral Commission´s staff abreast on various activities organize within or outside the National Electoral Commission;
- Advising on strategies intended to enhance staff social welfare and motivation;
- Preparing monthly, quarterly and annual progress reports and whenever required;
- Performing any other duties as may be ascribed to him/her by the National Electoral Commission authorities
Minimum Academic and Professional experience required
- A bachelor´s Degree in Human Resource Management or Public Administration.
- Must have at least two years of experience in a similar position in a public or private Institution.
- Must be able to use IPPIS ( a Government software that is used in salary preparations);
Reporting
National Electoral Commission Human Resource Manager reports to the Director of Administration and Finance

- Proficiency in Kinyarwanda ,English and or French
- Immediate availability
