VACANCY ANNOUNCEMENT: Knowledge Management Programme Officer
The African Union Interafrican Bureau for Animal Resources (AU-IBAR) aims to provide leadership in the development of animal resources for Africa. By supporting and empowering the African Union member states and the Regional Economic Communities (RECs). AU-IBAR’s vision is of an Africa free from hunger and poverty in which animal resources make a significant contribution within the global arena. Founded in 1951 to study the epidemiological situation and fight rinderpest in Africa, AU-IBAR’s mandate covers all aspects of animal resources, including livestock, fisheries and wildlife, across the entire African continent, but fills a unique and strategic niche by working at continental and regional levels, with the RECs being key partners.
For the implementation of its strategic plan 2010-2014, AU-IBAR seeks the services of a Knowledge Management Programme Officer to oversee the implementation of its knowledge management programme and to help champion the sharing of animal resources knowledge and information.

Major duties and responsibilities:
Under the supervision of the Chief animal Health Officer, the Knowledge Management Programme Officer will: • Provide leadership and strategic guidance to the Knowledge Management Programme of AU-IBAR. • Work closely with the Communication Expert and Information Systems Officer to develop an information, communication and knowledge management strategy based on AU-IBAR’s strategic plan. • Promote knowledge sharing through AU-IBAR’s business processes and systems through: o the development and management of the Animal Resources Knowledge Portal; o the modernisation of the library through digitization and development of an online catalogue; o the development of an e-repository of the AU-IBAR archive. • Promote collaborative tools that facilitate sharing of ideas, information and knowledge such as the Intranet.
• Facilitate the sharing of experiences and knowledge as well as learning through the nurturing and management of Discussion Groups, Forums, Communities of Practice and training activities. • Help to capture and document new information and knowledge on animal resources in Africa such as the documenting of lessons learnt and best practices and success stories. • Develop and manage animal resources knowledge base products such as compendia, directories, databases etc. • Help to disseminate information and share knowledge widely among AU-IBAR’s target groups such as through publications, knowledge fairs and exhibitions. • Work closely with the Webmaster and the Communication Expert to maintain and improve the AU-IBAR web site. • Monitor and evaluate knowledge sharing within AU-IBAR.
- Educational qualifications:
An advanced degree (MSc) in preferably Knowledge Management, Communication, or Information sciences.
- Work experience:
• Familiarity with developing and delivering knowledge management programmes; • Experience in developing and delivering knowledge sharing programmes with and for different stakeholders and partner organisations; • Experience in data collection, collation, analysis as well as the generation and presentation of information at regional or internal level; • Experience in the animal sciences sector would be an added advantage; • At least seven years of progressive experience in areas of knowledge management – preferably within a knowledge-based organization similar to AU-IBAR.
- Other relevant skills: a) Self-starter and results oriented; b) Team player; c) Excellent communication and writing skills; d) Analytical thinking; e) Excellent command of the English language; f) Knowledge of other AU languages would be an added advantage; g) Good networker with the ability to maintain a positive and fruitful dialogue and relationship with the main institutions operating on the continent; h) Ability to work under pressure; i) High standards of personal integrity and professional work skills.
- Language requirement:
Proficiency in one of the African Union working languages is a requirement. Knowledge of one or more of the other AU working languages would be an added advantage.
- Age requirement:
Must be preferably between the age of 30 and 45 years.
- Tenure of Appointment:
The initial appointment will be for 11 months including a 3 months probation period. Contract extension will be subject to satisfactory performance and availability of funds.

- Remuneration:
The lump-sum salary attached to this position is an annual lump-sum of USD 81,397.62 inclusive of all allowances for internationally recruited staff, and USD 67,533.59 inclusive of all allowances for locally recruited staff.
