NOTE - THIS POSITION IS TO APPLY TO A STAND BY ROSTER FOR INTERNATIONAL MEDICAL CORPS EMERGENCY RESPONSE TEAM (ERT).
Candidates selected for this position will be placed on the ERT standby roster and may be called when the International Medical Corps ERT responds to an emergency. This position is not compensated unless candidates are responding to an emergency response.
When catastrophe hits, International Medical Corps is often one of the first humanitarian aid organizations on the scene—providing rapid and effective aid that saves lives, reduces suffering, and promotes self reliance.
International Medical Corps has established an International Emergency Roster to ensure that emergency positions are filled in a timely manner with professionally qualified, gender balanced, geographically diverse, linguistically able and a highly motivated corps of professionals. The team includes coordinators, logisticians, doctors and water and sanitation experts. It also includes specialists who focus on protection, prevention of sexual violence and aid for rape survivors and mental health.
Emergency Response Team (ERT) members are always on standby to deploy to a crisis within 72 hours, whether they are launching into new areas or lending support to International Medical Corps teams already on the ground.
International Medical Corps maintains a roster of staff which is updated on regular basis in order to include new staff into the system. This also provides an opportunity for the existing staff to update their areas of expertise and other relevant information.

JOB SUMMARY The primary function of the Emergency Public Health Officer is to ensure public health concerns (e.g., communicable diseases, diseases surveillance, and outbreak response) are integrated into emergency response activities and to lead coordination and implementation of these activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Program Planning • Work closely with the Team Leader/Country Director to meet understand program goals and to meet expectations • Lead/participate in a coordinated rapid assessment to better understand communicable disease risks and to map treatment sites and surveillance activities • Monitor and analyze data to flag possible outbreaks during the emergency phase • Work with medical team and special advisors such as WASH/EPI to identify possible outbreak risks and plan risk mitigation • Work with Medical Director/Coordinator to develop response to outbreaks of communicable diseases during the emergency phase • Initiate planning for longer-term communicable disease prevention activities, including outbreak response and containment and prevention education, as emergency stabilizes • Contribute to production of proposals for any new projects
Coordination • Coordinate with all relevant actors and actively participate in relevant working groups or sub-cluster (where active) • Work with partners and community members to develop appropriate prevention, surveillance and response activities • Coordinate with other sectors and participate in additional cluster working groups to ensure integration of communicable disease concerns into various services
Training • Organize and lead trainings for partner organizations working in various sectors • Organize and lead trainings for key groups of first responders • Organize and co-facilitate trainings for medical practitioners on data collection/analysis and planning an outbreak response • Identify and train community-based volunteers for prevention activities • Build capacity of local organizations involved in prevention and/or surveillance activities
Representation • Represent the organization at meetings as appropriate • Ensure maximum visibility of the agency amongst the UN and NGO community • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct
Human Resources Management • Assist in the selection, training and support of qualified program staff • Develop support strategies for staff and introduce principles of self care
Security • Ensure application and compliance of security protocols and policies • Consider security implications of all program activities, reviewing new initiatives with national staff, partners and community leaders
SKILLS & REQUIREMENTS: • Advanced degree in Public Health or other relevant field of study preferred • At least three years of field experience, including experience in communicable disease prevention, surveillance and outbreak response • Experience in emergencies and conflict areas strongly preferred • Relevant regional experience strongly preferred • Familiarity with standards and guidelines for communicable disease prevention, surveillance, and outbreak response • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs • Profound cross-cultural awareness • Ability to exercise sound judgment and make decisions independently • Extremely flexible, and have the ability to cope with stressful situations and frustrations • Excellent decision making skills • Team player and strong communication skills, both oral and written • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
