Job Description
The Health System Strengthening Director will oversee the Technical Advisors for Health Policy and Financing, Quality Technical Advisors, laboratory Technical Advisors , Pharmacy Technical Advisors and the Capacity Building Coordinator and reports to Country Director
This position is responsible for assuring that there is effective support to the MOH at different levels for the development and implementation of interventions for health system strengthening. It will ensure that EGPAF support to MOH, in particular to DPS, SDSMAS and health facilities is provided in an integrated and coordinated manner ensuring synergies between Planning, HRH, health financing (PBF) , Laboratory, Pharmacy and quality clinical support with a focus on system strengthening for effective and sustainable delivery of quality health services. It will ensure that EGPAF health system strengthening activities are shared with stakeholders to inform national policy on health financing and HRH.
Responsibilities:
• Provide strategic and technical leadership and expertise to EGPAFs program on HSS • Provide guidance in strategies in improving DPS, SDSMAS and HF leadership and management (in planning, human resource, financial, laboratory, pharmacy and performance management)
• Provide direction to EGPAFs performance-based financing program and ensure its integration with other health system strengthening interventions • Provide support to the provincial coordinators to ensure successful program implementation • Ensure capacity building of EGPAF provincial staff in HSS to ensure they have capacity to provide quality support to DPS, SDSMAS and health facilities;
• In partnership with Technical Director, Director of strategic information and Operational Director ensure integration/synergies between HSS and clinical technical support o Facilitate communication and integrated programming between Maputo technical programs and provincial teams; o Facilitate development planning of integrated, coordinated workplans at Maputo and Provincial Offices, o Coordinate with Technical, strategic information, C&G and Provincial team during MOH and subgrant annual cycle planning. o Ensure technical support by Maputo based staff in Planning, HRH, health financing (PBF) , Laboratory, Pharmacy, quality and clinical areas to provinces is provided in coordinated and integrated manner
• With Provincial teams, SIC, Technical and Operational Team review provincial targets and performance on quarterly basis and ensure appropriate interventions to challenges are identified and implemented.
• Support Participation of HSS team at Maputo Office in National MOH and donor working groups
Qualifications
• Advanced degree in relevant area, e.g. MPH, MBA with knowledge of and experience in applying state-of –the-art interventions designed to address HSS challenges in developing countries; • 5-10 years experience with national health systems, public health and/or health service delivery in areas such as service provision, program management, economics, or strategic information. • Capabilities in one or more areas related to health system strengthening including: Health Economics, Human Resources for Health, Health Strategic Information, Policy Formulation, and Decentralization • Knowledge of U.S. Government donors, familiarity with CDC a plus • Proficiency in Portuguese and English is required;
