CHILD SAFEGUARDING
Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3.
As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

Save the Children is a child rights organisation working in 9 of the 10 states of South Sudan, in the themes of Education, Child Protection, Nutrition, FSL, WASH, Health and Child Rights Governance.

Save the Children is a child rights organisation working in 9 of the 10 states of South Sudan, in the themes of Education, Child Protection, Nutrition, FSL, WASH, Health and Child Rights Governance.
Since independence, South Sudan has been faced with ongoing conflict resulting from heightened tensions and military operations along the border with Sudan. As a result, a large number of people from Sudan’s Blue Nile State have found refuge in South Sudan’s Upper Nile State, which is just one of the border areas affected.
In response to this refugee influx, Save the Children in South Sudan (SCiSS) has mounted an Emergency Response Program in Upper Nile State, with a focus on Education and Child Protection in Emergencies, and Water, Sanitation and Hygiene Promotion (WASH).
The first significant influx of refugees arrived in Oct/Nov ’11, with a second wave arriving in Apr/May ’12. In July ’12 the refugee population in Upper Nile stands at approximately 110,000 people, located across 3 camps (of which SCiSS work in two – Doro and Yusuf Batil). It is anticipated that further influxes may arrive at the same time in Oct/Nov ’12, when the rainy season comes to an end, and access to South Sudan is easier.
New camps are being readied for further influxes, and SCiSS is coordinating with UN and NGO actors on the ground, in the preparation of appropriate contingency plans.
It should be noted that the country context is very challenging and precarious and that field conditions are extremely basic. It should also be kept in mind that the existing country programme is very large, complex, under-resourced and blighted with operational and systemic challenges, especially as we are currently attempting to scale up activities in the rainy season and towards SCI transition.
ROLE
In Upper Nile, the Field Manager / Emergency Team Leader will be responsible for leading on the following:
1. Strengthening our existing response, and responding to emerging humanitarian needs with all available resources (human and material)
2. Re-assessing the situation in Upper Nile State – and adapting ongoing programmes and contingency plans accordingly
3. Seeking and securing additional funding to deliver on our ambitions for meeting the humanitarian needs of children.
4. Ensuring activities delivered are of a high quality, contextually appropriate, cost efficient, and integrated with other activities.
5. Managing the programme, operations and support services for the response, in order for them to be compliant with SCiSS and Donor requirements.
MAIN RESPONSIBILITIES
• Assume overall management of the emergency response in Upper Nile.
• Make clear recommendations regarding proposed program content, staffing, management and administration arrangements and budget with clear indications of funding and technical support resources needed.
• Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly.
• Lead on the content and staffing of the emergency response in the State. Define and request support needed from the country office, regional office, lead member headquarters and the Alliance.
• Ensures that the Emergency Coordinator is well informed on issues related to emergency response and emergency risk management pertaining to all areas of operations.
• Ensure production of high quality, analytical reports, supply of regular sitreps, and collection, analysis and dissemination of relevant information and data relevant to the response.
• Evaluate, monitor and review to ensure strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
• Represent Save the Children’s emergency response to local authorities, donors and members of the humanitarian community. Ensure establishment and maintenance of strong working relationships with local communities, community based organisations and other local authorities as appropriate.
• Monitor the implementation of grant budgets, keeping the lead member and other emergency alliance members informed and ensuring any corrective actions are taken.
• Ensure that existing finance guidelines and related administrative procedures are adhered to and that grant finances are kept in an exemplary state.
• Comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies.
• Lead, support and motivate emergency team members, ensuring that team members have clear objectives and receive meaningful feedback on their performance.
• Where appropriate, ensure that capacity building of country programme staff occurs in order to ensure ongoing sustainability and quality of the response.
• Final Report on completion of assignment to be circulated to Emergencies and Country Programme, including lessons learnt and recommendations for the future

Required
• At least 3 years/substantial experience working with a humanitarian organisation within an emergency environment.
• Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a child rights approach.
• Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
• Solid experience in grant management, including budget holding and donor reporting.
• Substantial understanding or proven experience of security management issues.
• Ability to produce high quality reports.
• Representational, political awareness and advocacy skills.
• Ability to work with limited supervision from line manager.
• Experience of working with partners and a participatory approach
• Fluency in written and spoken English and computer literate.
• Commitment to and understanding of Save the Children’s aims, values and principles
