Qualifications & Working experience
• Applicants should have an Honours Bachelors Degree in Business Administration, Commerce, Public Administration and Management, Economics, Social Sciences or related field from a recognized University/Institution.
• Must have a Masters Degree in Business Administration, Management or a related field from a recognized University/Institution.
• Must have a minimum of 10 (Ten) years of relevant experience in senior management in public institutions or the private sector, at least 2 (two) of which should have been gained at the level of head of institution.
Competencies:
• Proven leadership & communication skills
• Skills in results-based management, including planning, implementation and monitoring of strategic and operational plans
• Knowledge in managing a complex network of service providers
• Knowledge in procurement, including familiarity with the provisions of the PPDA
• Knowledge in accountability for use of resources, including familiarity with the financial management procedures of the Government of Uganda
• Familiarity with best practice in vocational-based skills development and training
• Familiarity with Uganda’s national examination and certification system for vocational training
• Understanding of private sector skills needs
• Familiarity with the Northern conflict and its educational and social impact on the youth of Northern Uganda
Duties & Responsibilities
The Director of the NUYDC has overall responsibility for delivery of the programme’s results and accountability for the use of programme resources. In particular, the Director is responsible for:
• Leading and delivering against the strategic vision for the youth programme across Greater Northern Uganda which is to train 100,000 youth by 2015.
• Timely contracting and effective management of partners and ensuring financial accountability for their use of programme resources.
• Overseeing delivery of the Centre’s training programmes implemented through its residential training centre in Gulu and network of training partners across the Greater North.
• Fostering links with the business community in Northern Uganda to ensure that NUYDC’s programmes are relevant to the needs of the private sector, and to create job placement opportunities for NUYDC’s students.
• Ensuring regular monitoring of programme outputs and making sure that the programme delivers on set annual targets, including gender targets for trainees.
• Drawing up annual work plans and procurement plans for approval by the Office of the Prime Minister.
• Accounting for utilisation of programme resources and oversee the programme’s procurement functions in line with the procedures of the Government of Uganda.
• Overseeing the programme’s procurement function, in line with provisions of the Public Procurement and Disposal Act (PPDA).
• Providing regular reports on programme activities, results and resource utilisation to the Office of the Prime Minister.
• Identifying emerging challenges in programme implementation which could impact on the attainment of its targeted results, and proposing remedial measures for consideration by the Office of the Prime Minister and PCDP Steering Committee.
