Role purpose:
• To provide strategic direction, motivational leadership and operational oversight for the Department.
• Determine the strategy for the Department, set and deliver ambitious objectives that enable IDB to achieve its goals, and take the significant operational decisions.
• To lead the development of Capacity Building initiatives, programs and plans, in-order to assist IDB Member Countries to develop their own capacity building framework as well as helping them in the most proper implementation of such initiatives and programs.
Responsibilities/Acivities:
• Lead the development of the Capacity Building Strategies, based on the Economic & Social Development needs in close coordination with IDB related Departments, consultants, executing agencies and other stakeholders involved in the implementation of Capacity Building initiatives and programs.
• Ensure effective management and implementation of the Capacity Development, strategy and program.
• Oversee the identification and prioritization of capacity development needs of the member countries in terms of training needs, expertise, etc
• Propose actions to address these needs
• Lead the design & development of capacity development initiatives, programs and projects aiming at enhancing human & institutional capacities in the member countries as well as the economical and social development.
• Ensure effective management and implementation of the capacity building programs and strategy.
• Supervise the development of an evaluation and quality assurance framework to measure impact and effectiveness of the capacity building programs and strategy.
• Follow up, monitor and evaluate all capacity development programs, to ensure all related initiatives are effectively contributing to up-skilling and development of all stakeholders involved.
• Provide expertise, advice, guidance and recommendation of best practice to the Bank Management in Capacity Development prospective.
• Ensure transfer quality knowledge of capacity building concept to Member Countries Institutions, Non Governmental Organizations (NGOs), Communities and Partners
• Assessment of international best practices in the field of capacity building
• Benchmark with other MDBs for relevant capacity building initiatives
• Conduct Gap Analysis of IDB Group to identify areas for improvement.
• Establish and supervise maintenance of a wide network of high level relationships in various International, Regional and National institutions and organisations to further support the work of the Capacity Development.
• Oversee the development, and present functional reports of all capacity building programs and strategy activities for management review, highlighting areas for improvements and success stories.
• Prepare and present periodical progress reports to keep the Management fully abreast of the latest development in Capacity Development area.
Qualification & Experience:
• Master’s degree in Social Science, Economics, Business Administration or any relevant field.
• 17 years experience in a capacity building senior/management role in a multilateral setting with a focus on cross-institutional relationships.
• Capacity Development skills to enhance IDB MCs institutional/staff capacities.
• Excellent communication, influencing, interpersonal and negotiating skills.
• Proficiency in English and preferably in Arabic and French.
• Negotiating Skills
• Manage stakeholders in senior positions as required for the role.
• Sound knowledge in Capacity Development approaches, tool and techniques.
• Knowledge of the IDB’s Products, Services and Business Environment.
• Knowledge of Internal Processes, Standards, Policies and Procedures.
• Fluent in English, Arabic. French will be an added value.
