The USAID-funded Time to Learn (TTL) is USAID/Zambia’s flagship program for improving education in community schools. TTL will partner with the Ministry of Education (MOESVTee) and other key actors in the education sector to develop an efficient, replicable model for reinforcing reading success and providing critical psychosocial services to orphans and vulnerable children (OVCs) in community schools. This model will feature an evidence-based package for bilingual reading instruction in grades one to four and innovative, community-led strategies to assist OVCs to succeed in school in spite of poverty, hunger, gender-based violence, and/or HIV and AIDS.
TTL will work in 6 provinces in Zambia, and will focus on producing reading results in two national languages in grade two, as well as in English in grade four. TTL will provide significant inputs to learners and their communities to mitigate the effects of HIV and AIDS. These include community-based training, networking with prevention and treatment service providers, and scholarships for children left vulnerable by the epidemic that will enable them to make steady progress in school.
The Time to Learn Program in the International Development Division (IDD) has an opening for a Deputy Chief of Party/Teacher Development Specialist reporting to the Chief of Party. This is an international posting in Lusaka, Zambia.
The Deputy Chief of Party (DCOP) /Teacher Development Specialist has the responsibility of supporting and assisting the Chief of Party in the management and administration of the TTL project’s administrative, programmatic, technical, and operational aspects in the field in accordance with EDC, funder, and host country requirements — to achieve project success. He/she will be responsible for leading efforts to transform school-based continuous professional development in reading instruction for teachers and head teachers in community schools in Zambia. Responsibilities are the following:
ESSENTIAL FUNCTIONS - The person in this position is expected to take responsibility for achieving the technical goals of the TTL program. He/she is responsible for communicating clearly and courteously; developing and maintaining positive relationships with clients, consultants, collaborators, co-workers, field sites, and funders; and working respectfully with EDC colleagues. The job requires adherence to EDC policies & procedures.
Technical: • Strategize, set priorities, lead implementation, and review technical progress • Guide the development of program annual, quarterly, and monthly work plans • Coordinate the work on program deliverables of multiple teams of technical specialists from across several departments (curriculum, teacher training, testing, school inspection, etc) within the Ministry of Education, Vocational Training and Special Education (MOEVTSEE) of Zambia • Lead the design and development of a competency framework for community school teachers in the teaching of reading • Lead the design and development of packages of educational materials for literacy instruction for grades one through four based on those standards; these materials will be produced in English and several Zambian languages
• Lead the design and development of training modules in and about early grade reading for teachers and parent-teacher communities based on these materials • Organize and oversee the implementation of teacher trainings in reading based on these modules • Participate in the design and in the supervision of the administration of a gamut of formative and summative assessments in early grade reading, including EGRA assessments and other more continuous assessment tools designed for use by diverse audiences (teachers, parents, community members, etc) • Lead a ministry-wide effort to reinforce the capacity of province and district level actors in the supervision and guidance of reading instruction; this will include adapting classroom observation instruments and tools, providing training on their use, and analyzing data collected with them • Identify appropriate technologies for early grade reading instruction for integration into program initiatives • Collaborate with the grants manager in coordinating the provision of grants in support of reading instruction and in overseeing the administration of these grants to ensure that they have the intended positive effects • Guide the design and implementation of any research initiatives about the instruction of reading undertaken in the course of the project • Ensure that the HIV and AIDS mitigation activities conducted under the contract are delivered on time, on budget, and with sufficient academic focus to meet funder requirements • Guide the design and development of the program monitoring and evaluation system, from the conception of the PMP through the construction of the data base and procedures for program monitoring, so that they capture the data needed for reporting on progress to USAID • Provide input on all indicator monitoring reports and other monitoring and evaluation products • Lead the coordination of technical activities with other similar projects and with other donor groups • Prepare quarterly, annual and program progress reports
• Accomplish all other tasks required for the successful outcome of the program.
Administrative: • Assist in the selection, hiring and supervising of program staff;
• Supervise the provincial outreach coordinators • Assign roles & responsibilities; manage performance • Assist COP in establishing and maintaining the ongoing administrative and financial operation of project offices with accountability to home office; has signatory power • Determine resource needs and oversees resource use • Meet contractual obligations relevant to technical role • Assist in the development of policies & procedures to improve efficiency and quality, in conjunction with home office • Convey organizational philosophy and values • Serve as acting COP in the absence of the COP • Partner successfully with Chief of Party and home office Project Director and with Center, Business Services, expatriate and local staff • Help represent EDC and the project in the host country, interface with the ministry, or other government leaders, the funder, and others; build positive client, vendor, and funder relations • Demonstrate diplomacy and leadership to foster an atmosphere of teamwork, productivity, creativity, fairness, equity, and innovation, in support of EDC’s commitment to diversity • Negotiate and mediate effectively • Accomplish all other tasks required for the successful outcome of the program
QUALIFICATIONS - This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills. Specific requirements:
• Master’s degree or equivalent combination of training & education • With Master’s degree, 5–8 years related experience, including a minimum of 5 years technical project management or program development experience • With PhD, 3–5 years related experience (as above) • Strong technical expertise in literacy instruction • Outstanding leadership skills • Excellent analytical skills and aptitude for details • Capacity to work in difficult conditions and function well under pressure • Proficiency in English • International experience required; experience in a developing country essential
