Job Purpose
In southern Sudan Save the Children is the lead organisation of a multi-agency consortium entitled ‘Dutch Consortium for Rehabilitation’ (DCR). The DCR is a collaboration of four Dutch NGO’s: ZOA Refugee Care, Save the Children Netherlands, Care Netherlands and HealthNet TPO. The DCR has received funding from the Dutch Ministry of Foreign Affairs for programmes in six African countries, including southern Sudan. Under the general direction and guidance of the Area Programme, the DCR Project manager will take the lead on the effective leadership of Save the Children programme components of the the consortium and contributes significantly to national / global learning, advocacy and programme development. The post holder is expected to provide technical advice and support to project staff to ensure programme objectives are achieved.
The DCR Project Manager will be the focal point for Save the Children’s delivery of a multi-sector program both in Upper Nile or Western Bahr el Ghazal state. He/She will be responsible for the day to day management of the program and technically oversee the planning/implementation and reporting for the DCR project. The DCR Project Manager will ensure the implementation of a quality multi-sector program that will be carried out in accordance with approved program aim and objectives and accepted national and international standards, supporting local partners to deliver quality services. The DCR Manager will oversee the work of a team of qualified technical field staff providing support and guidance to the programme. The DCR Project will be implemented as part of a larger consortium programme that will be carried out in 3 States in South Sudan. In UN SCiSS will work closely together with CARE who will be focusing on the implementation of the Livelihoods and WASH components of the DCR Programmme. She/He will be responsible for maintaining regular contact with all partners, other SCiSS programme sections, the local authorities, UN agencies, other NGOs and specifically with other DCR consortium members.
Key accountabilities
Program Management
· Oversee the implementation of a multi sector program and ensure that stated goals and objectives are met, that projects are appropriately monitored and evaluated, and that reports are written and submitted in a timely manner.
· Participate in proposal writing. Prepare program work plans, budgets and manage grants in coordination with SCiSS Technical Advisor, Field Manager and Grants Manager
· Assess unmet needs in the operation areas and determine the potential for SCiSS projects in close collaboration with DCR partner organisations.
· Work with the Field team and Technical Advisers to ensure that the program is implemented in conformity with the Save the Children’s programmatic approach, promoting and protection rights, participation, capacity building, partnership and holistic programming.
· Compilation and quality assurance of narrative and financial reporting, ensuring timely submission to Juba. Identify learning and training opportunities for DCR staff and partners and develop training packages. Facilitate a communication, exchange of ideas, information and reporting, as required to enhance the efficiency and impact of the DCR programme at State level.
· Work with the staff to promote the culture of learning and documentation so that lessons learned and good practices are documented and shared for institutional memory and learning.
· Work with the staff to ensure that field experiences are documented and used to advocate on behalf of the communities with which we work.
· Actively explore and promote innovative ways and adding value to implementing a consortium program
Financial Management
· Work with staff, local partners and the Field Manager to develop expenditure and procurement plans to guide implementation of the approved grant. Support the Field teams in the implementation of the plans ensuring that donor rules and regulations are abided by.
· Review Budget vs. actual on a monthly basis with staff
· Provide recommendations and interventions to correct any identified deviations that impact budget adherence to Field Manager, DCR Coordinator and the Grant Manager.
· Recommend grant and budget revisions in consultation with the Field Manager, Technical Adviser and Grants Manager to the Area Programme Manager
· Advise on budget development with the field teams and Field Manager based on field activities.
Staff Management
· Manage and supervise multi-sector staff and support the monitoring of local implementing partners,
· Set Performance Objectives for direct reports and routinely monitor their performance. Provide a written Performance Evaluation on each report to the Field Manager once a year.
· Determine personnel need for field-level activities, develop Job Descriptions and in coordination with the Technical Advisers and Field Manager and HR Officer assist in recruitment of staff.
· Recommend promotions, disciplinary action and termination of staff through consultation with the Field Manager.
· Work closely with the Field Manager and other senior field staff to build their capacity to represent programs.
· Work with Field Manager to identify national staff, develop capacity building plans and implement them
· Develop ongoing learning and development for staff (including other field staff where appropriate) in consultation with the Field Manager and Technical Advisers.
Coordination and Representation
· Ensure integrative programming approach with other sectors and staff.
· Represent Save the Children in South Sudan to consortium and donor agencies, with respect to the program, as requested by Field Manager.
· Represent Save the Children to other agencies, including the local authorities, UN and non-governmental organizations at the county and state level.
Other
· Assist the Field Manager, Area Manger and Technical Advisers as deemed necessary.

Person specification
Essential
· Advanced degree in a discipline relevant to international development; At least 3-5 years of international experience, with experience in multi-sectoral programme assessment, management, design and evaluation and/or technical training and support;
· Strong analytical and planning skills
· Experience in developing and implementing advocacy strategies
· Basic grant management skills, including budgeting and reporting. Proven skills in leading, managing and mentoring teams of staff Excellent interpersonal and communication skills and working across organisational priorities and structures
· Excellent skills in monitoring implementation of program activities.
· Skills in logistical planning and financial management.
· Ability and willingness to travel extensively to field sites, and to work independently even in harsh environments, sometimes under difficult and occasionally insecure circumstances.Ability to work under tight deadlines, manage multiple tasks simultaneously.
· Fluent in spoken and written English Commitment to realizing children’s rights
· Computer literate

· Previous experience working in southern Sudan
